Original Tender Description

European Commission delegated regulation 2025/2188 established a scientifically based, uniform method across Europe for monitoring pollinator diversity and pollinator populations (hereinafter: EC methodology). The contractor's task is to prepare an expert work that adapts the requirements of the EC methodology to Estonian conditions and complies with Estonian laws. The expert work must propose optimal and cost-effective solutions that, when implemented, will allow for the monitoring of pollinators in Estonia from 2027 onwards, in the prescribed scope and manner. In addition, it must complete and submit the prescribed reports and assess the adequacy of data volumes for evaluating abundance trends.

Tender Quality Score

This tender for expert work on pollinator monitoring is generally well-structured, with clear technical requirements and a straightforward evaluation based on price. However, it lacks explicit sustainability considerations and some practical aspects of e-submission could be clearer.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and a clear procedure. Deadlines are reasonable, and there are no immediate indications of disputes or regulatory non-compliance. The duration of the contract and tender validity are specified.

Clarity80/100

The description of the expert work required is clear, detailing the adaptation of an EU methodology to local conditions and the need for cost-effective solutions. Technical requirements are well-defined. Evaluation criteria are stated, though the emphasis on lowest price could be further elaborated.

Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. Key documents like the contract template and CV requirement are noted. However, the full scope of 'Vastavustingimused' and 'Lisateave' is not fully detailed in the AI extraction, potentially leaving some aspects less complete for a bidder.

Fairness85/100

The tender is open to joint offers and foreign branches, and the evaluation criteria are objective (lowest price). Full document access is implied through the e-procurement platform. There are no obvious requirements tailored to specific companies, contributing to a good fairness score.

Practicality65/100

E-submission is mandated, and a URL for the e-procurement platform is provided. The contract start date is clear. However, the specific process for the ESPD (v2.0) and Hankepass, especially the XML format, might present minor practical challenges for bidders not fully familiar with these systems. Financing information is not explicitly detailed.
