This tender for spa construction is generally well-structured with clear objectives and requirements. Key areas for improvement include the explicit inclusion of sustainability criteria and more detailed financing information.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear procedure and CPV code. Deadlines are reasonable, and no disputes are noted. The 'Type: E' and 'Procedure: LM' codes are standard for Estonian public procurement.

Clarity80/100

The description of the spa construction project is clear and detailed, outlining the scope of works, location, and specific features. Technical specifications are referenced through attached documents, and evaluation criteria are mentioned.

Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. However, the financing condition is somewhat general, and while documents are listed, their specific content regarding detailed technical specifications could be more explicitly linked to requirements.

Financing condition could be more detailed.
Fairness85/100

The tender promotes fairness through e-submission and e-procurement. Objective criteria are mentioned, and the value is disclosed. The requirement to exclude subcontractors linked to the Russian Federation is a geopolitical consideration rather than a company-specific tailoring.

Practicality65/100

E-submission and e-procurement are supported. The contract start date is specified. However, the financing condition is vague, and while the duration is implied by 'Tender Valid: 3 months', a clearer contract duration would enhance practicality.

Financing condition is not detailed.
Contract duration could be more explicitly stated.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. There are no indications of suspension or disputes, and the timeline is consistent.

Sustainability50/100

The tender mentions 'EU Funded' and 'Electric car charging readiness' as a minor aspect. However, there is no explicit mention of green procurement, social aspects, or innovation as core evaluation criteria or requirements.

Lack of explicit green procurement criteria.
Absence of social responsibility considerations.

Strengths

Clear project description and scope of works.
Use of e-procurement and e-submission.
Well-defined legal and eligibility requirements.
Logical and consistent timeline and financial information.

Concerns

Vague financing conditions.
