Tender Quality Score

This tender for an intervention implementation partner for children with autism spectrum disorder and speech delay is generally well-structured, with clear technical and financial evaluation criteria. However, it lacks specific details on mandatory exclusion grounds and explicit sustainability measures.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a clear procedure and specified CPV code (though potentially broad). Deadlines are reasonable for the complexity. No disputes are flagged. The procedure for social and special services is mentioned, indicating adherence to specific legal frameworks.

Clarity80/100

The description of the intervention and the role of the implementation partner is clear. Requirements for the service description, piloting plan, schedule, and team composition are well-documented. Evaluation criteria are specified with relative weightings. Conditions for submission are outlined.

Completeness70/100

Most basic information is present, including estimated value, contract duration, and start date. Key documents like the draft contract, data processing agreement, and evaluation criteria are attached or referenced. However, detailed mandatory exclusion grounds are not explicitly provided, impacting completeness in this area.

Mandatory exclusion grounds are not explicitly detailed.
Fairness85/100

The tender allows for full document access and discloses the estimated value. Deadlines are reasonable. Evaluation criteria are objective, with clear weightings for technical solution and cost. E-procurement is specified, indicating a fair process. The requirement for a specific project manager CV with proven experience is a standard, objective criterion.

Practicality65/100

The tender specifies electronic submission and e-procurement. The contract start date is provided. Financing information is implicit through the estimated value. The contract duration is specified. However, the prompt doesn't detail if specific URLs for documents beyond the initial listing are easily accessible, and the focus on a single applicant may raise questions for some regarding the practicalities of competition, though justified by the contracting authority.

No explicit mention of financing source beyond 'EU Funded'.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, deadlines, and contract duration are populated logically. The tender status is clear. No suspension or disputes are flagged, contributing to strong data consistency.

Sustainability50/100

The tender explicitly states 'Green Procurement' and 'EU Funded', indicating a commitment to these aspects. However, there are no specific details or requirements related to social impact beyond the core service, nor any explicit focus on innovation within the tender description or requirements.

Lack of specific criteria for social aspects and innovation.

Strengths

Clear evaluation criteria with objective weightings.
Well-defined scope of work for the implementation partner.
Specification of e-submission and e-procurement.
Inclusion of essential contract templates (Data Processing, Draft Contract).

Concerns

Absence of detailed mandatory exclusion grounds.
Limited explicit detail on sustainability measures beyond 'Green Procurement' and 'EU Funded'.
CPV code 'Adult education service at university level (8003)' might be too general for the described service.

Recommendations

1. Clarify or provide details for mandatory exclusion grounds.
2. Expand on specific requirements or targets for green procurement and social impact.
3. Review the CPV code for better alignment with the specific intervention services.
