Original Tender Description

The Council is seeking to commission a service provider to deliver a Resettlement Support Service for eligible Afghan refugees who are supported under the legacy Afghan Relocations and Assistance Policy (ARAP), the Afghan Citizen Resettlement Scheme (ACRS), and the current Afghan Resettlement Programme. The commissioned provider will be expected to deliver a comprehensive programme of support to enable individuals and families to settle successfully within the borough and begin to integrate into their local communities. This support is likely to include, but is not limited to: Making initial reception and orientation arrangements for new arrivals. Providing ongoing casework and practical support to individuals and families. Assisting families with registration to key local services, such as healthcare, education, and welfare benefits. Developing and delivering a tailored support plan based on each individual's or family's needs during their first 12 months in the UK. Ensuring appropriate interpretation and translation services are available where required. Providing continued support beyond the initial 12-month period where necessary, to help families achieve greater independence and successfully integrate into the local community. Walsall Council is keen to engage with experienced providers to better understand potential delivery models, innovative approaches to support provision, and the overall capacity within the market. Feedback received through this PME will help inform the Council's future commissioning approach and the development of the service specification and delivery model. Please note that this exercise does not form part of a formal procurement process and does not commit the Council to undertaking a procurement exercise at this stage. Any information provided by organisations will be treated in the strictest confidence and will be used solely to inform the Council's commissioning considerations. Information shared will not be disclosed to other organisations or potential bidders should a formal tender process take place in the future.

Tender Quality Score

This is a pre-market engagement (PME) notice for a resettlement support service. While it provides a clear description of the intended service and estimated value, it is not a formal tender and lacks crucial details like evaluation criteria and submission procedures for a live procurement.

Score Breakdown

Legal Compliance75/100

The notice is for pre-market engagement and explicitly states it is not a formal procurement process. Therefore, traditional legal compliance metrics for a tender (like clear procedure, proper CPV, no disputes) are not fully applicable. The CPV code provided is broad. Deadlines are for the PME, not a formal submission. No disputes are noted.

Clarity80/100

The description of the required service is clear and detailed, outlining the scope of support for Afghan refugees. However, the absence of formal evaluation criteria and specific submission instructions for a procurement process limits clarity for potential bidders in a formal context.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. However, as this is a PME, it lacks the completeness expected of a formal tender, particularly regarding detailed documentation, submission requirements, and evaluation criteria.

No document content available
Fairness85/100

The PME aims to gather market intelligence, which is a fair approach to inform future commissioning. The value is disclosed, and the process is transparent about its non-binding nature. There are no indications of requirements tailored to specific companies.

Practicality65/100

As a PME, it does not involve e-submission or a formal contract start date in the context of a live tender. The lack of available document content and a clear process for engagement beyond providing feedback reduces its practicality for immediate action by potential providers.

No e-submission
Document URL missing (implied by no content)
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. The status 'planning' aligns with the PME nature. No suspensions or disputes are indicated.

Sustainability50/100

The tender notice does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding, which are common elements in modern sustainable procurement practices.

Not green procurement
No social criteria

Strengths

Clear description of service requirements
Disclosure of estimated value and contract duration
Transparently identified as a Pre-Market Engagement (PME)

Concerns

Not a formal tender, lacks procurement specifics
No evaluation criteria or detailed submission process outlined
No document content available for review

Recommendations

1. Clearly define the next steps and timeline for the formal procurement process.
2. Develop and publish detailed tender documentation, including evaluation criteria, once the PME is complete.
