Good

Tender Quality Score

This tender for the design of the G-korpus operating block reconstruction at Tartu University Hospital is generally well-structured, with clear technical descriptions and a defined process. However, it lacks explicit sustainability considerations and relies heavily on cost for evaluation.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with standard procurement regulations, including proper CPV classification and a clear procedure (Type A). Deadlines are reasonable given the project scope, and no disputes are indicated. The presence of a specific exclusion criterion regarding Russian Federation connections suggests adherence to current geopolitical regulatory environments.

Clarity80/100

The description of the required design services is clear, detailing the scope from preliminary design to author's supervision. Technical requirements are referenced in document 'Lisa 1 - Tehniline kirjeldus'. Evaluation criteria are stated, although the primary reliance on cost could be more detailed.

Completeness70/100

Most basic information is present, including the estimated value, contract duration, and start date. Key documents like the technical specification, contract template, and submission forms are available. However, the value is classified, and the direct link to the full technical specification details is not explicitly provided within the AI extraction.

Value is classified.
Fairness85/100

The tender promotes fairness through e-submission and e-procurement, and by disclosing the estimated value. The criteria for exclusion (Russian Federation connections) are objective. The decision not to divide the tender into lots is justified from the perspective of administrative efficiency. Reliance on cost as the primary evaluation criterion, while common, could limit the consideration of qualitative aspects.

Practicality65/100

E-submission and e-procurement are supported. A contract start date is provided. However, the full contract duration is 7 months, which is relatively short for a major reconstruction design project, potentially leading to tight schedules. Financing information is not detailed.

Financing information not detailed.
Contract duration might be perceived as short for the scope.
Data Consistency90/100

Key fields such as title, reference, organization, value, deadlines, and contract duration are well-populated and consistent. Dates are logical, and no issues with suspension or disputes are indicated.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. There is no indication of EU funding, which would typically require adherence to sustainability principles.

No explicit green procurement requirements.
No explicit social criteria.

Strengths

Clear technical description and scope of work
Well-defined e-procurement process
Objective exclusion criteria (Russian Federation connections)
Logical and consistent timeline and financial information

Concerns

Lack of explicit sustainability criteria (green, social, innovation)
Primary evaluation based solely on cost
Classified estimated value
Limited financing details

Recommendations

1. Incorporate explicit sustainability criteria (e.g., energy efficiency in design, use of sustainable materials) into the evaluation or technical specifications.
2. Consider a more balanced evaluation methodology that includes qualitative aspects alongside cost to ensure optimal long-term value.
3. Provide more transparency on the estimated value or justification for classification.
