Estimated Win ProbabilityModerate Fit

This tender for a transformer substation building design and construction in Rapla requires a highly cost-competitive bid. Success hinges on meticulous cost management, demonstrating proven experience in similar electrical construction, and a clear understanding of the technical specifications. While social value and innovation are not explicitly weighted, demonstrating efficiency and reliability can indirectly enhance the bid's perceived value.

Key Winning Messages

Unbeatable Price for Proven Electrical Infrastructure Expertise

Reliable Design and Construction for Critical Power Upgrades

Efficient Project Delivery within Budget and Schedule

Key Opportunities
Leverage the 'kordushange, muudatustega' (re-tender, with changes) status to identify and address any shortcomings or ambiguities from previous tenders (references: 292835, 300202, 302953).
Potential to start work before the official contract start date if the procurement process is expedited, allowing for earlier project commencement and potential cost savings.
The tender is not divided into lots, simplifying the bidding process and allowing for a holistic approach to design and construction, potentially leading to cost efficiencies.
Key Challenges
The evaluation is 100% based on the lowest price, creating intense pressure to offer the most competitive bid.

Conduct a thorough cost analysis, optimize material sourcing, streamline labor deployment, and identify any potential for economies of scale. Explore efficient design solutions that minimize material and labor costs without compromising quality or safety.

The tender is a re-tender with modifications, implying potential complexities or issues from previous iterations that need careful understanding.

Thoroughly review all provided documents, including previous tender references if accessible, to understand the nature of the changes and potential pitfalls. Engage with the contracting authority for clarification on any ambiguities.

The estimated value (150,000.0 EUR) is relatively low for a design and build project of this nature, suggesting a need for highly efficient execution and potentially smaller scope than initially perceived.

Ensure that the proposed solution is lean and cost-effective. Focus on delivering exactly what is specified without unnecessary embellishments. Leverage existing designs or pre-fabricated components where feasible.

Ideal Bidder Profile
An experienced electrical construction company with a strong track record in substation projects, possessing in-house design capabilities or strong partnerships with design firms. The ideal bidder will have a robust cost control system, a history of successful project delivery within budget and schedule, and a clear understanding of Estonian electrical infrastructure standards and regulations.
Key Requirements
Submission of a cost table for the bid.
Proof of compliance with qualification requirements for switching rights, person responsible for work operations, and person leading electrical works.
Information on at least three similar electrical construction work contracts from the last 60 months, one of which must be worth at least 80,000 EUR.
Familiarization with the site and project, consideration of all necessary materials, submission of a work execution plan, and informing property owners.
Technical specifications for the design and construction of the transformer substation building (cable ladders, grounding, doors, ventilation).
Key Discriminators
Demonstrated ability to deliver projects of similar complexity and scale at or below the estimated value.
A highly detailed and transparent cost breakdown that clearly justifies the low price.
Proactive communication and site familiarization, evidenced by detailed site assessment in the bid.
A clear and concise work execution plan that highlights efficiency and risk mitigation.
Social Value Opportunities
While not explicitly required, consider including a commitment to local employment or training opportunities within the Rapla vald region, if feasible within the cost structure. This can be a subtle differentiator if competitors do not address it.
Bid Focus Areas
Total bid cost100.0%

Achieve the absolute lowest possible price by meticulously analyzing all cost components, optimizing material and labor, and exploring efficient construction methods. Ensure the 'Contractor's reserve' is appropriately calculated but the base price is aggressively competitive. Clearly exclude the 'Contractor's reserve' from the evaluated price as per instructions.

Recommendations6
Aggressively Price for 100% Cost Evaluation
CriticalHigh effort

Given the 100% weight on total bid cost, every effort must be made to submit the lowest possible price. This requires a granular breakdown of all costs, including direct labor, materials, subcontractors, overheads, and profit. Explore all avenues for cost reduction without compromising quality or safety.

Directly determines bid success.
Thoroughly Document Past Performance
CriticalMed effort

Ensure the three similar electrical construction work contracts are well-documented, with one clearly exceeding the 80,000 EUR threshold. Provide detailed project descriptions, client references (if permitted), and confirmation of successful completion.

Meets mandatory eligibility criteria.
Conduct Detailed Site Visit and Risk Assessment
HighMed effort

Perform a thorough site visit to understand all site-specific conditions, access routes, and potential challenges. This should inform the work execution plan and costings, demonstrating a proactive approach and mitigating unforeseen costs.

Improves bid accuracy and reduces post-award risks.
Develop a Comprehensive Work Execution Plan
HighMed effort

Create a clear, concise, and realistic work execution plan that outlines the project timeline, key milestones, resource allocation, and quality control measures. This plan should demonstrate efficiency and a clear understanding of the project's technical requirements.

Demonstrates capability and project management proficiency.
Clarify Ambiguities from Previous Tenders
MediumLow effort

If possible, seek clarification from Elektrilevi OÜ regarding the specific changes made from previous tenders (LR9968-K2, 292835, 300202, 302953). Understanding these changes can prevent costly misinterpretations and ensure a more accurate bid.

Reduces risk of errors and potential disputes.
Highlight Design Efficiency
MediumMed effort

While not explicitly weighted, if the bidder has in-house design capabilities, emphasize how efficient and cost-effective design solutions can be integrated into the construction phase, potentially leading to further cost savings for the client.

Subtle differentiation beyond price.
Competitive Positioning
Position the bid as the most cost-effective solution from a proven provider of electrical infrastructure projects. Emphasize a lean operational model and efficient project execution to justify the low price. Highlight reliability and adherence to technical specifications to build confidence despite the price-driven evaluation.
