Tender Quality Score

This tender provides a clear description of the required waste collection services but suffers from critical omissions regarding evaluation criteria and the lack of electronic submission, impacting fairness and transparency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and the 26-day submission period is reasonable for a below-threshold open competition. However, the absence of explicit evaluation criteria is a significant legal transparency concern, and some minor codes are missing.

Missing explicit evaluation criteria
Missing procedure type codes
Clarity65/100

The service description is clear, detailing locations, waste types, and supplier responsibilities. The AI-extracted requirements are also understandable. However, the critical absence of specified evaluation criteria significantly diminishes the overall clarity for potential bidders.

No evaluation criteria specified
Lack of specific performance Key Performance Indicators (KPIs)
Completeness60/100

Basic information, financial details, duration, and location data are well-provided, and all documents are available. The major deficiency is the complete absence of evaluation criteria, which is a fundamental component of a complete tender package.

Missing evaluation criteria
Fairness50/100

While the requirements do not appear tailored and the value is disclosed, the lack of specified evaluation criteria creates a significant fairness issue, as bidders cannot objectively understand how their proposals will be judged. The absence of an e-submission option also limits equal access.

Missing evaluation criteria, impacting transparency and objectivity
No electronic submission option, potentially limiting equal access
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission is a notable practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority.

No electronic submission supported
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there is a minor discrepancy between the estimated value stated in EUR (144,000 EUR) and the value mentioned in the PDF summary (£120,000), and some procedure codes are missing.

Discrepancy in estimated value currency/amount between basic info and document summary
Missing procedure type codes and 'Liable Person' field
Sustainability40/100

The tender does not explicitly include specific green procurement, social, or innovation criteria. While waste management inherently has environmental aspects, the tender does not specify higher sustainability standards or goals beyond basic regulatory compliance.

No explicit green procurement criteria
No social aspects or innovation focus mentioned

Strengths

Concerns
