Slovakia's procurement runs through the Public Procurement Office (Úrad pre verejné obstarávanie, ÚVO) at uvo.gov.sk, which publishes the official bulletin of notices, and the EVO electronic platform, where most procedures are actually conducted. ÚVO also maintains the register of economic operators and the register of public-sector partners, and registration in the latter is a legal precondition for receiving public money above certain values, which is a step foreign suppliers should plan for early. Buyers include ministries and central agencies, the eight self-governing regions, close to 3,000 municipalities, hospitals, universities and state enterprises in rail, roads and energy. Electronic communication and submission are mandatory, and the ESPD is accepted as the standard eligibility declaration. Above-threshold work is dominated by open procedures, while the high-volume below-threshold segment uses simplified rules and electronic marketplaces for common goods. Award criteria have shifted away from pure lowest price toward quality and lifecycle cost, though price remains influential in commoditised categories. A large part of the pipeline is EU-funded, concentrating opportunity in transport infrastructure, energy efficiency, healthcare equipment and digitalisation. Documentation is in Slovak and buyers rarely provide translations, so translation capacity is part of the cost of entry.
