Tender Quality Score

This tender for electrical supply in Lääne maakond is generally well-structured with clear requirements and a straightforward evaluation criterion. However, it lacks specific details on sustainability and some practical aspects of submission could be improved.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement procedures, including a clear CPV code and a reasonable timeline. The financing conditions are detailed, though the payment terms are standard for the contract value. No disputes are noted. The procedure type (VO) is standard for this value range.

Clarity80/100

The description of the work is clear, outlining the specific reconstruction tasks and materials to be supplied by each party. Requirements for exclusion grounds, eligibility, and technical capability are documented. The evaluation criterion is explicitly stated as the total bid cost.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract start date. However, the tender documents are not all fully accessible or analyzable by AI (e.g., .zip, .xls files), which might hinder a complete assessment of all attached information. The duration of the contract is implied by the work completion deadline but not explicitly stated as a contract duration.

Some tender documents are not fully accessible or analyzable by AI.
Fairness85/100

The tender is conducted via e-procurement, and the estimated value is disclosed. The evaluation criterion (lowest price) is objective. While the requirement for similar past contracts is standard, the specific value threshold for one contract (40,000 EUR) is a common practice to ensure capability. No overtly tailored requirements to specific companies were detected.

Practicality65/100

E-submission is available. The contract start date is specified. Financing conditions are detailed, including payment terms and the option of factoring. However, the URL for management system documents is a bit complex to navigate, and the specific duration of the contract beyond the work completion date is not explicitly stated.

URL for management system documents could be more direct.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted suspensions or disputes. The dates provided (Reveal Date, Submission Deadline, Opening Date, Contract Start) are logically sequenced.

Sustainability50/100

The tender mentions 'EU Funded' but lacks specific criteria related to green procurement, social aspects, or innovation. This is a missed opportunity to encourage sustainable practices.

No specific green procurement or social criteria are included.

Strengths

Clear and specific technical requirements.
Objective evaluation criterion (lowest price).
Well-defined financial and payment terms.
E-procurement enabled.

Concerns

Limited information on sustainability aspects.
Some tender documents not fully AI-analyzable.
Contract duration beyond work completion not explicitly stated.

Recommendations

1. Incorporate specific sustainability criteria (e.g., waste management, energy efficiency) into future tenders.
2. Ensure all tender documents are in easily analyzable formats.
3. Clearly state the overall contract duration, not just the work completion deadline.
