Tender Quality Score

This tender demonstrates good clarity and legal compliance for a small procurement, but raises concerns regarding fairness due to specific eligibility requirements and lacks sustainability considerations. The inability to analyze critical project and cost documents due to format limitations impacts the completeness assessment.

Score Breakdown

Legal Compliance80/100

The tender adheres to basic legal requirements, with a clearly defined small procurement procedure (VO) and appropriate CPV codes. The submission deadline, while tight at just over 7 days, is generally acceptable for this type of procurement. No disputes or suspensions are reported.

Clarity90/100

The tender's description, requirements, and evaluation criteria are exceptionally clear and unambiguous. The 100% lowest price evaluation method is transparent, and performance conditions are well-documented with accessible links.

Completeness70/100

Most essential information, including basic details, financial data, and timelines, is provided. However, critical documents like the project details ('Projekt_IP8345') and cost table ('Maksumuse_tabel_IP8345') were not processed by the AI due to their file format (zip/xls), limiting a full assessment of their content and thus the overall completeness of analyzable information.

Critical project and cost documents (zip/xls) were not processed, limiting full content analysis.
Fairness65/100

While the tender offers full document access, discloses the estimated value, and uses objective evaluation criteria, the requirement for a qualified switchman and C-person to be registered in Elektrilevi's partner portal creates a significant barrier to entry for new companies, potentially limiting competition and impacting fairness.

Requirement for registration in Elektrilevi's partner portal may limit competition and favor existing partners.
Practicality75/100

Electronic submission is supported, and the contract start date and work completion deadline are clearly specified. Financing information is detailed, though the 95-day payment term for factoring could be challenging for some suppliers. No advance payments are offered.

Data Consistency85/100

Key fields are populated, and dates are logical. A minor inconsistency exists where 'Value Classified: Yes' is stated alongside a disclosed 'Estimated Value: 51,000.00 EUR'.

Inconsistency: 'Value Classified: Yes' contradicts the disclosed 'Estimated Value'.
Sustainability20/100

The tender explicitly lacks any green procurement, social aspects, or innovation focus, as confirmed by automated checks, despite being EU funded. This indicates a missed opportunity to integrate sustainability principles.

Absence of green procurement, social aspects, or innovation focus.

Strengths

High clarity in requirements and evaluation criteria.
Clear legal framework for a small procurement.
Detailed financing information and payment terms.
Electronic submission and e-procurement enabled.

Concerns

Requirement for partner portal registration limits competition.
Lack of sustainability (green, social, innovation) criteria.
Inability to analyze critical project and cost documents (zip/xls).
Tight submission deadline for a complex project.

Recommendations

1. Re-evaluate the partner portal registration requirement to ensure broader market access or provide clear pathways for new entrants.
2. Integrate sustainability criteria (e.g., energy efficiency, waste management) into future tenders, especially for EU-funded projects.
3. Ensure all critical tender documents are provided in easily accessible and analyzable formats (e.g., PDF) or provide comprehensive summaries.
