Good

Tender Quality Score

This tender for electrical installation works is generally well-structured and clear for a small-value procurement, demonstrating good legal compliance and practicality, though it exhibits some data inconsistencies and lacks specific sustainability criteria.

Score Breakdown

Legal Compliance75/100

The tender appears legally compliant for a small-value utility procurement, with reasonable deadlines, appropriate CPV codes, and no detected disputes. The procedure type is defined by codes, which are likely clear within the national procurement framework.

The flag "Value Classified: Yes" alongside a disclosed estimated value is a minor ambiguity.
Clarity80/100

The tender's description, requirements, and performance conditions are clear and unambiguous. Evaluation criteria are explicitly defined as the lowest price, ensuring transparency for bidders.

A minor inconsistency exists between the "relative_weighting" characteristic and the document stating 100% cost as the sole criterion.
Completeness70/100

All essential basic, financial, timeline, and location information is provided. While critical documents like the project plan and basic procurement documents are listed, their content could not be fully analyzed, limiting a comprehensive assessment of their internal completeness.

Inability to analyze content of .zip and .xls documents (Project, Basic Documents, Cost Table) prevents full verification of detailed completeness.
Fairness85/100

The tender promotes fairness through full document access, disclosed estimated value, reasonable deadlines, and objective, transparent evaluation criteria (lowest price). Requirements for technical capability, while specific, appear to ensure competence rather than being tailored.

The experience requirement (one contract > 40,000 EUR) is higher than the tender's estimated value (19,354 EUR), which might slightly limit participation for smaller firms, though it's not considered tailored.
Practicality85/100

The tender is highly practical, supporting electronic submission and providing clear contract start dates, duration, and detailed financing conditions, including payment terms and factoring options.

Explicit document URLs were not provided in the extracted text, though implied by e-procurement.
Data Consistency65/100

Most key fields are populated, and dates are logical. However, there are inconsistencies between the general characteristics ("relative_weighting" for evaluation) and the specific document content (100% cost), and between "Estimated Value" and "Value Classified: Yes".

Contradictory information regarding evaluation criteria and value classification.
Sustainability50/100

While the tender is EU-funded, which often implies higher standards, it explicitly lacks specific criteria for green procurement, social aspects, or innovation focus.

Absence of explicit green, social, or innovation criteria.

Strengths

Clear scope and technical requirements.
Objective and transparent evaluation criteria (lowest price).
Detailed and practical financing conditions.
Electronic submission and e-procurement enabled.
EU-funded, suggesting adherence to broader governance standards.

Concerns

Inconsistencies in data (evaluation criteria, value classification).
Experience requirement (40k EUR) is relatively high for a 19k EUR tender.
Lack of explicit green, social, or innovation sustainability criteria.
Critical tender documents (e.g., project plan) were not available for AI content analysis.

Recommendations

1. Ensure full consistency between tender characteristics metadata and detailed document content, especially for evaluation criteria.
2. Consider reviewing experience requirements to ensure they are proportionate to the tender's value, balancing competence with broader market access.
3. Integrate specific sustainability criteria (environmental, social, innovation) where applicable, leveraging the EU funding aspect.
