Excellent

Tender Quality Score

This tender for felling boundary marking is generally well-structured and clear, with comprehensive documentation and transparent evaluation criteria. However, the very short submission deadline raises concerns about fairness and potential limitations on bidder participation.

Score Breakdown

Legal Compliance80/100

The tender clearly defines the 'VO' (Small Purchase) procedure type, which aligns with national procurement regulations for low-value contracts. CPV codes are appropriately assigned, and mandatory disclosure requirements are met. There are no detected disputes or suspensions, indicating compliance with legal frameworks for this type of procurement.

Clarity90/100

The tender description is clear and refers to detailed technical specifications (Lisa 1). Requirements are well-documented, categorized, and understandable. Evaluation criteria are explicitly stated as 100% cost-based, ensuring transparency. Performance conditions and timelines are also clearly outlined.

Completeness95/100

All essential information, including title, reference, organization, financial details, timeline, and location, is comprehensively provided. All five tender documents are listed, with four having content summaries, indicating thorough documentation. Requirements and evaluation criteria are fully defined.

Fairness60/100

While the tender offers full document access, enables e-procurement, and features objective, 100% cost-based evaluation criteria, the extremely short submission deadline (4 days from reveal to submission) significantly impacts fairness. This limited timeframe may restrict potential bidders' ability to prepare a comprehensive offer, thereby reducing competition. Requirements are generic and not tailored.

Very short submission deadline (4 days) for bid preparation, potentially limiting competition.
Practicality85/100

The tender supports electronic submission, and the contract start date and duration are clearly specified. The estimated value is disclosed, and the overall structure facilitates practical engagement for bidders. Document accessibility is implied through the e-procurement system.

Data Consistency90/100

Key fields are consistently populated, and there are no reported suspensions or disputes. Dates are logical and follow a consistent sequence. A minor inconsistency exists where the estimated value is disclosed, but the 'Value Classified' field is marked 'Yes'.

Minor inconsistency: 'Value Classified: Yes' despite the estimated value being disclosed.
Sustainability30/100

The tender does not incorporate any explicit green procurement criteria, social aspects, or innovation focus. It is also not EU-funded, which often correlates with higher sustainability standards. This indicates a missed opportunity to promote broader sustainability goals.

Lack of green, social, or innovation procurement criteria.

Strengths

Clear description and technical specifications
Transparent 100% cost-based evaluation criteria
Comprehensive documentation provided
Electronic submission and e-procurement enabled
All key tender information is present and structured

Concerns

Very short submission deadline (4 days) potentially limiting bidder preparation and competition
Lack of sustainability, social, or innovation criteria
Minor inconsistency in value classification ('Value Classified: Yes' despite estimated value being disclosed)

Recommendations

1. Extend submission deadlines to allow adequate preparation time for bidders and foster greater competition.
2. Consider integrating basic sustainability or social criteria, even for small purchases, to align with modern procurement best practices.
3. Clarify the 'Value Classified' status to avoid ambiguity when the estimated value is already disclosed.
