Tender Quality Score

This tender for managed student accommodation services is generally well-structured, offering a clear scope and good documentation quality. However, it currently functions as an Expression of Interest phase, with the formal tender yet to be issued, limiting some aspects of the analysis.

Score Breakdown

Legal Compliance75/100

The tender utilizes an open and competitive flexible procedure, indicating a compliant procurement route. The CPV code is appropriate. No explicit disputes are noted. The timeline for the EOI is clear, and the expectation of a future tender notice in March/April 2026 suggests a structured legal process. However, the absence of a stated revelation date for the final tender document is a minor omission.

Missing reveal date for formal tender notice
Clarity80/100

The description of the required services is comprehensive, detailing both hard and soft FM, security, operational management, and student-focused support. Eligibility and technical capability requirements are clearly extracted. The scope of room allocation and marketing is appropriately flagged as to be confirmed.

Completeness70/100

Key information such as the title, reference number, organization, estimated value, contract duration, and CPV code are present. The EOI deadline is specified. However, no formal tender documents are currently available or summarized, and evaluation criteria for the eventual tender are not yet published, which impacts overall completeness at this stage.

No formal tender documents available/summarized
Evaluation criteria for the tender not specified
Fairness85/100

The process is open, allowing any experienced company to express interest. The estimated value is disclosed. The eligibility requirements focus on proven track record and demonstrated frameworks rather than specific company names, which promotes fairness. The use of an email address and a portal for EOI submission is acceptable for this pre-tender stage.

Practicality65/100

The tender provides an email address and references a portal for EOI submission, which is practical for this initial stage. The contract duration and estimated value are clear. However, the contract start date is listed as the same as the submission deadline for the EOI, which is illogical and likely a data entry error for this pre-tender phase. E-submission for the EOI is implied but not explicitly detailed beyond email/portal.

Contract start date illogical/erroneous for EOI phase
E-submission mechanism could be more explicit
Data Consistency90/100

Most key fields, including title, reference, organization, value, and duration, are populated. There are no noted suspensions or disputes. The EOI deadline is logical. The overlap of the submission deadline with the contract start date is a significant inconsistency, likely a placeholder for the EOI stage.

Contract start date is identical to EOI submission deadline
Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or if the project is EU-funded within the provided information, which is a missed opportunity to integrate these important considerations.

No mention of green procurement
No mention of social aspects

Strengths

Clear description of services and scope
Detailed eligibility and technical requirements
Open procurement procedure
Disclosure of estimated value and contract duration

Concerns

Missing formal tender documents and evaluation criteria at this stage
Illogical contract start date listed for the EOI phase
Lack of explicit sustainability or innovation criteria

Recommendations

1. Clarify the contract start date and its relation to the formal tender issuance.
2. Publish formal tender documents and evaluation criteria promptly.
3. Consider incorporating sustainability and innovation aspects into the formal tender requirements.
