Tender Quality Score

This tender is generally clear and well-structured, but a significant concern is the requirement for bidder personnel to be registered in the contracting authority's partner portal, which may limit competition. Payment terms are also extended, potentially impacting bidder cash flow.

Score Breakdown

Legal Compliance80/100

The tender documentation generally complies with legal requirements, although the procedure type codes are marked as N/A. Deadlines are sufficient (8 days) and the CPV code is appropriate. No disputes or suspensions are noted.

Procedure type codes (Type: E, Procedure: VO) are listed as N/A.
Clarity90/100

Requirements, evaluation criteria, and the description of work are very clear and unambiguous. Performance conditions are well-defined with accessible links to relevant documents.

Completeness85/100

All essential basic information, deadlines, and estimated value are provided. The duration of the works is clearly specified as August 6, 2026. While some documents were not AI-processed, the key information from other summaries indicates a comprehensive tender package.

Fairness40/100

While evaluation criteria are objective (lowest price) and e-procurement is enabled, the requirement for certified switching personnel and the designated C-person to be registered in Elektrilevi's partner portal is a significant concern. This condition may unduly restrict competition by favoring existing partners and excluding otherwise qualified new entrants.

Requirement for certified switching personnel and C-person to be registered in Elektrilevi's partner portal.
Practicality60/100

Electronic submission is supported, and the contract start date is known. However, the extended payment terms (up to 95 calendar days with factoring) could pose significant cash flow challenges for bidders, especially smaller enterprises, reducing the overall practicality of the tender.

Extended payment terms (up to 95 days with factoring) may negatively impact bidder cash flow.
Data Consistency85/100

Data is largely consistent, with logical dates and no detected disputes. Minor inconsistencies include the N/A codes for procedure type and the ambiguous 'Value Classified: Yes' when the value is explicitly disclosed.

Ambiguous 'Value Classified: Yes' when the value is explicitly disclosed.
Sustainability50/100

The tender is EU-funded, which generally implies higher standards. However, there are no explicit green procurement, social, or innovation criteria mentioned in the provided summaries, indicating a lack of specific focus on these aspects.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and unambiguous requirements and evaluation criteria.
EU-funded project, implying adherence to broader standards.
Electronic submission and e-procurement enabled.
Comprehensive basic information and project description.

Concerns

Requirement for personnel registration in the contracting authority's partner portal, potentially limiting competition.
Extended payment terms (up to 95 days) may create cash flow issues for bidders.
Lack of explicit green, social, or innovation criteria.
Some procedure codes are not specified (N/A).

Recommendations

1. Re-evaluate the requirement for personnel registration in the Elektrilevi partner portal to ensure fair competition and broader participation.
2. Consider offering more favorable payment terms or shorter payment deadlines to improve practicality for bidders.
3. Integrate specific environmental, social, and innovation criteria to align with modern procurement best practices and EU funding principles.
