Tender Quality Score

This tender for electrical installation works is generally well-structured with clear work descriptions and technical requirements, but raises concerns regarding potential barriers to competition due to specific personnel qualification criteria.

Score Breakdown

Legal Compliance100/100

The tender appears generally compliant with national procurement regulations for a simplified procedure. However, the specific requirement for personnel registration in the contracting authority's partner portal may raise questions regarding proportionality and non-discrimination under EU procurement principles, given the EU funding.

Clarity100/100

The description of the works, material responsibilities, and additional tasks (brushwood clearing) is clear. The reference to standard contract terms (P135) provides a clear framework. Qualification requirements are mostly clear, though the 'C-person' role might benefit from further definition for international bidders.

Completeness91/100

The tender specifies the contract duration and lists all necessary submission documents. However, the provided summary lacks explicit financial capability requirements (e.g., minimum turnover), which are typically expected for works contracts.

Lack of explicit financial capability requirements in the provided summary.
Fairness80/100

The requirement for qualified personnel to be *registered in the Elektrilevi partner portal* is a significant concern, as it could unfairly disadvantage new market entrants or companies without prior engagement with Elektrilevi, potentially tailoring the tender towards existing partners. Additionally, requiring one reference contract of 40,000 EUR for a 66,763 EUR project is relatively high for a simplified procedure, potentially limiting participation from smaller, capable firms.

Requirement for personnel registration in Elektrilevi partner portal may unfairly favor existing partners and restrict competition.
High value threshold for a single reference contract (40,000 EUR) for a simplified procedure may limit competition.
Practicality80/100

The scope of work is clearly defined and practical. The arrangement for Elektrilevi to supply the main conductor, with the contractor responsible for transport, is a practical division of labor. Electronic submission and the use of a standard .xls cost table enhance practicality.

Data Consistency100/100

The information provided is consistent across the various sections. The contract duration is clearly stated in the description, contradicting the automated check's finding of 'missing contract duration'.

Sustainability25/100

The tender does not explicitly incorporate green or social procurement criteria, representing a missed opportunity to promote sustainability, especially for an EU-funded project.

Absence of specific green or social procurement criteria.

Strengths

Clear and detailed description of the scope of works and responsibilities.
Specific technical capability requirements, including similar contracts and personnel.
Utilization of standard contract terms (P135) for consistency.
Electronic submission process and clear submission requirements.
Contract duration clearly specified.

Concerns

Requirement for qualified personnel to be registered in the Elektrilevi partner portal, potentially restricting competition and favoring existing partners.
High value threshold for a single reference contract (40,000 EUR) relative to the estimated value, potentially limiting participation.
Absence of explicit financial capability requirements in the provided summary.
Lack of specific green or social procurement criteria, despite being EU-funded.

Recommendations

1. Re-evaluate the requirement for personnel registration in the Elektrilevi partner portal to ensure it does not unduly restrict competition or discriminate against new market entrants.
2. Consider adjusting the value threshold for the single reference contract to encourage broader participation.
3. Incorporate specific green and/or social procurement criteria to align with modern public procurement best practices and EU funding principles.
