Tender Quality Score

This tender for low-voltage electrical supply works is generally well-structured with clear technical requirements and a defined scope. However, the 'partially resolved' construction project and the relatively short project timeline present potential challenges for bidders.

Score Breakdown

Legal Compliance100/100

The tender includes standard mandatory and voluntary exclusion grounds, indicating adherence to general procurement principles. Its EU funding status implies compliance with relevant EU directives.

Clarity100/100

The tender clearly defines the scope, location, and key responsibilities, such as Elektrilevi supplying meters and the contractor handling transport of materials. The award criterion (lowest total cost) is explicit.

Completeness91/100

While core requirements are present, the statement that the 'construction project is partially resolved' suggests potential for ambiguity or additional design work required from the contractor, which needs thorough clarification in the full tender documents. The inability to analyze the cost table limits a full assessment of financial clarity.

Fairness80/100

The technical capability requirements (three similar contracts, one valued at least 40,000 EUR) appear proportionate to the estimated contract value and do not seem overly restrictive or tailored to a specific company.

Practicality80/100

The mandatory site inspection is a practical requirement for accurate bidding. However, the relatively short project completion deadline (approx. 4.5 months) combined with a 'partially resolved' design could pose practical challenges for timely execution.

Data Consistency100/100

The extracted requirements and document summaries are consistent regarding qualification criteria and submission details.

Sustainability25/100

The tender lacks explicit green, social, or innovation criteria, representing a missed opportunity to promote broader sustainability goals.

Strengths

Clear definition of scope, location, and project completion deadline.
Well-defined technical capability requirements proportionate to the contract value.
Mandatory site inspection ensures informed bidding.
Clear allocation of responsibilities for key components (e.g., meters, material transport).

Concerns

The 'partially resolved' construction project could lead to scope ambiguity or require significant design input from the contractor.
The relatively short project completion timeline (approx. 4.5 months) may be challenging, especially if design work is still needed.
Absence of explicit green, social, or innovation procurement criteria.
The full details of the cost table (Document 3) could not be analyzed, limiting assessment of financial clarity.

Recommendations

1. Provide comprehensive details on the 'partially resolved' design, clarifying the contractor's design responsibilities and potential scope changes.
2. Consider extending the project timeline or clearly outlining how the short duration is feasible given potential design uncertainties.
3. Integrate relevant green, social, or innovation criteria to enhance the tender's broader impact.
