Tender Quality Score

This is a prior information notice for cleaning services, indicating the council's intention to procure. While it outlines the scope and procedure, key details like evaluation criteria and financial information are deferred to the tender stage.

Score Breakdown

Legal Compliance75/100

The notice adheres to general procurement principles by indicating a competitive flexible procedure under the Procurement Act 2023. However, the absence of specific deadlines for the actual tender publication and the lack of disclosed evaluation criteria are notable omissions for a prior information notice.

Missing reveal date for tender publication
No evaluation criteria specified
Clarity80/100

The description of the services required is reasonably clear, detailing the corporate estate and housing portfolio. The intended procurement procedure is also outlined. However, many specific requirements are marked as 'to be provided at tender stage', which limits immediate clarity for potential bidders.

Many specific requirements deferred to tender stage
Completeness70/100

As a prior information notice, it is expected that not all details are present. Basic information like title, organization, and CPV code are provided. The estimated value is classified, and contract duration and start dates are indicated. However, the lack of document content and deferred details on financial and eligibility requirements reduce its completeness.

Estimated value classified
No document content available
Fairness85/100

The notice promotes fairness by indicating an intention to use an e-procurement portal for transparency and equal access to information, including pre-market engagement. The procedure is described as competitive. There are no explicit requirements tailored to specific companies, and the value is disclosed as classified rather than hidden.

Practicality65/100

The notice directs interested parties to an e-procurement portal for further information, which is a positive step. However, the submission deadline provided is for a future tender, not this notice. The lack of immediate access to tender documents and the deferred nature of many practical details (like financing) limit its current practicality.

No e-submission details for this notice
Document content not available
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, and contract duration are populated. The dates provided are logical within the context of a planning notice. There are no indications of suspension or disputes.

Sustainability50/100

The notice mentions potential requirements relating to social value delivery, which is a positive indicator. However, there is no explicit mention of green procurement or innovation as mandatory criteria, suggesting these aspects may not be a primary focus or are to be detailed later.
