Tender Quality Score

This is a well-defined Preliminary Market Engagement (RFI/EME) for repair and maintenance services, clearly outlining its purpose and requirements for market understanding. However, it suffers from significant practical and fairness issues due to the lack of electronic submission and transparency regarding value and sustainability.

Score Breakdown

Legal Compliance85/100

The tender clearly defines itself as a Preliminary Market Engagement (RFI/EME), which appropriately sets expectations for legal compliance at this stage. CPV codes are correctly assigned, and the timeline for RFI submission is reasonable. The absence of formal procedure codes and mandatory exclusion grounds is justified by its RFI nature.

Clarity80/100

The purpose of the RFI is very clear, aiming to understand market solutions for multi-trade repairs and maintenance. The AI-extracted requirements are well-categorized and understandable. While formal evaluation criteria and performance conditions are absent, this is expected for an RFI, not a formal tender.

Completeness75/100

Most essential information for an RFI, such as title, organization, reference, duration, and geographic scope, is provided. The estimated value is not disclosed, which is common for market engagement exercises. One document download failure is a minor issue.

Estimated value not disclosed
One document failed to download
Fairness60/100

The requirement for suppliers to 'get in touch' to obtain the questionnaire and the lack of electronic submission create a barrier to equal access and reduce overall fairness. The non-disclosure of value also impacts transparency. However, requirements do not appear tailored to a specific company.

No electronic submission
Value not disclosed
Practicality55/100

The absence of electronic submission and the manual process for obtaining the questionnaire significantly reduce the practicality and ease of participation for potential suppliers. While contract start date and duration are known, financing information is not.

No electronic submission
Questionnaire requires manual request
Data Consistency90/100

Key data fields are largely consistent and logical. Dates are coherent, and there are no reported disputes or suspensions. The 'None' for type/procedure is consistent with its RFI status.

Sustainability20/100

The RFI lacks any explicit mention or focus on green procurement, social aspects, or innovation, representing a missed opportunity for a housing association to promote broader value.

Not green procurement
No social criteria

Strengths

Clear purpose as a Preliminary Market Engagement (RFI/EME)
Well-defined geographic coverage and scope of services
Clear and categorized requirements for the RFI
Good data consistency and logical timelines

Concerns

Lack of electronic submission and requirement to 'get in touch' for the questionnaire
Estimated value not disclosed, reducing transparency
Absence of explicit sustainability, social, or innovation criteria
One document failed to download

Recommendations

1. Implement an electronic submission portal for RFIs and future tenders to enhance accessibility and fairness.
2. Consider disclosing an estimated value range, even for an RFI, to provide suppliers with better context.
3. Integrate sustainability, social value, and innovation considerations into future procurement documents, even at the RFI stage.
