Original Tender Description

Surrey County Council is recommissioning a high quality Appropriate Adult Service to safeguard the rights and welfare of children, young people, and vulnerable adults. The service will operate 24/7, 365 days a year, delivered by trained and qualified staff across multiple Surrey locations, including police custody suites, police stations, schools, council and community buildings, and other appropriate venues. The service model requires providers to deliver timely, responsive, and needs led support across core functions. • Appropriate Adult provision for children, young people, and vulnerable adults detained, interviewed, or otherwise engaged in police processes, ensuring their welfare and rights are upheld and they can participate effectively. • Age assessment support, where required, to assist professionals in determining age related safeguarding responsibilities and ensuring individuals receive suitable care and intervention. • Advocacy services to promote the voice, views, and best interests of service users, ensuring they are signposted to relevant local support services and connected with wider early help, social care, and youth justice pathways. Providers must demonstrate strong knowledge of Surrey's local support landscape to ensure effective coordination, referral, and continuity of care. The proposed service whilst independent should seek to promote safety, reduce offending, support independence, and ensure equitable access to additional services that improve wellbeing and long term outcomes for service users.

Tender Quality Score

This is a preliminary market engagement notice, not a formal tender. While the service description is clear, many details required for a formal tender (e.g., evaluation criteria, precise value) are still missing, which is expected at the planning stage.

Score Breakdown

Legal Compliance75/100

As a market engagement notice, full legal compliance for a formal tender is not yet expected. The CPV code is appropriate, and there are no disputes. The lack of procedure type and mandatory exclusion grounds is a concern for the future formal tender, but not a legal breach for this stage.

Procedure type not defined
Mandatory exclusion grounds not specified
Clarity80/100

The description of the required service is very clear and unambiguous. Evaluation criteria and detailed tender requirements are missing, which is expected for a market engagement stage.

Evaluation criteria not specified
Completeness70/100

For a market engagement notice, it is reasonably complete, providing basic information, deadlines, and duration. For a formal tender, it would be incomplete due to missing value, full requirements, and criteria.

Estimated value not disclosed (classified)
Formal tender requirements and evaluation criteria not defined
Fairness85/100

The requirements do not appear tailored to a specific company. The non-disclosure of value and absence of evaluation criteria reduce transparency for a formal tender, but are common in market engagement. E-submission is not confirmed.

Estimated value not disclosed
Evaluation criteria not specified
Practicality65/100

Key dates are present. The lack of confirmed e-submission and financing details are practical drawbacks for a formal tender.

Electronic submission not specified/confirmed
Financing information (value) not available
Data Consistency90/100

The data is consistent with the 'planning' status. The missing fields are expected for this preliminary stage.

Sustainability50/100

The service itself is inherently social, which is a strong point. However, the tender documentation does not explicitly incorporate broader social, green, or innovation criteria for bidders.

No explicit green procurement
No innovation focus

Strengths

Clear and comprehensive description of the service required
Appropriate CPV code and location specified
Good timeline information for the future contract
Service is inherently focused on social welfare and safeguarding

Concerns

Estimated value is not disclosed, which can hinder market participation
Formal evaluation criteria and detailed requirements are not yet defined
Lack of explicit sustainability (green, innovation) criteria in the procurement process
Electronic submission method is not specified

Recommendations

1. Clearly define the procurement procedure type and mandatory exclusion/selection criteria in the formal tender.
2. Disclose the estimated value in the formal tender to enhance transparency and attract a wider range of bidders.
3. Integrate explicit social, environmental, and innovation clauses into the formal tender's evaluation criteria where appropriate.
