Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) designed to gather valuable market insights for a future procurement. The documentation clearly outlines its purpose and expected input, fostering a fair and transparent pre-procurement process.

Score Breakdown

Legal Compliance85/100

The tender, being a Preliminary Market Engagement, appropriately does not define a formal procedure type, as it's a pre-procurement activity. The CPV code is relevant, and there are no disputes, indicating good adherence to pre-procurement best practices.

Clarity95/100

The purpose, objectives, and expected input for the Preliminary Market Engagement are exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the engagement's scope, making it easy for potential participants to understand.

Completeness80/100

Most essential information, such as title, reference, organization, deadlines, duration, and location, is provided. While the estimated value is not disclosed (and classified), this is common for a PME where the scope is still being shaped.

Estimated contract value is not disclosed, though classified.
Fairness90/100

The PME promotes fairness by seeking broad market input to inform future procurement. Access to documents is provided, and the engagement methods (booking links, email) are accessible. Requirements are generic and not tailored to specific companies.

Practicality85/100

The methods for engaging in the PME, such as booking sessions via links and email contact, are practical and appropriate for this type of activity. The contract start date and duration are clearly specified.

Data Consistency95/100

All key fields are populated consistently, with 'None' for procedure type being appropriate for a PME. Dates are logical, with PME sessions preceding the input deadline and contract start, and no disputes are reported.

Sustainability60/100

The PME explicitly encourages input on 'innovations and developments', which is a strong point for innovation. While the service itself has inherent social value, explicit green procurement or broader social criteria are not mentioned as part of the PME's focus.

No explicit mention of green procurement criteria.
No explicit mention of broader social criteria beyond the service's inherent nature.

Strengths

Clear purpose and objectives for the Preliminary Market Engagement.
Encourages market innovation and collaborative shaping of future requirements.
Accessible engagement methods (booking links, email contact).
Generous deadline for providing market input.
Good data consistency and logical timeline.

Concerns

Estimated contract value is not disclosed, though classified for a PME.
No explicit mention of broader green procurement or social criteria beyond the service's inherent nature.
Formal procedure type is listed as 'None', which, while accurate for a PME, could be more explicitly stated as 'Market Consultation' or similar.

Recommendations

1. Consider providing an indicative estimated value range in future PMEs, even if broad, to help potential providers gauge the scale.
2. Explicitly invite input on potential green or broader social value considerations for the future contract during the PME.
3. Clearly state the activity type as 'Market Consultation' or 'Preliminary Market Engagement' in the 'Type' field if possible, rather than 'None'.
