Riigihanke esemeks on kiirabibrigaadi tegevuseks vajalike ravimite ostmine alusdokumentide lisas 1 (pakkumuse maksumuse esildis) toodud nimetuste ja kirjelduste alusel. Pakkuja ülesandeks on riigihanke esemeks olevate ravimite müük koos transpordiga hankija asukohta, mille eest hankija ei pea maksma lisatasu. Hankija on jaganud riigihanke 8. osaks. Pakkumuse võib esitada ühele või mitmele osale.

SUBMISSION REQUIREMENTS5
--– Submit the offer electronically through the Estonian e-procurement system (RIKS) before the stated deadline.
--– Upload completed ESPD, signed price form (Lisa 1), product availability statement, and MAH/wholesale licence copies as one consolidated file set.
--– Do not mark any part of the offer as “business secret” if it contains pricing or evaluation-related data.
MANDATORY QUALIFICATIONS4
--– Hold a valid wholesale or manufacturing licence for human medicinal products issued by the competent national authority.
--– Be the Marketing Authorisation Holder (or have written confirmation from the MAH) for each quoted product.
--– Possess documentary proof that every product offered is currently registered in the Estonian State Medicines Register (Ravimiamet) under the exact ATC-code and dosage form listed in Annex 1.
COMPLIANCE REQUIREMENTS5
--– Complete and submit the electronic ESPD (v2.0 extended) form; no separate paper certificates are requested.
--– If bidding as a joint venture/consortium, attach a signed power of attorney designating the lead supplier.
--– For any proposed equivalent product, provide official evidence of equivalence accepted by Ravimiamet.
TECHNICAL REQUIREMENTS4
--– Supply the exact 8 gastrointestinal/metabolism medicines (e.g. drotaverine 40 mg/2 ml ampoules, atropine 1 mg/ml, metoclopramide 10 mg/2 ml, etc.) in the pack sizes and pharmaceutical forms specified in Annex 1.
--– Ensure remaining shelf-life is ≥ 75 % on delivery.
--– Deliver goods DDP (Incoterms 2020) to Tallinna Kiirabi depot (Tallinn) within the lead-time stated in the tender (transport included, no extra charge).
FINANCIAL REQUIREMENTS4
--– Quote firm, fixed unit prices in EUR, exclusive of VAT, for every line item in Annex 1; no zero-price or conditional discounts allowed.
--– Include all costs (packaging, transport, insurance, customs, unloading) in the quoted price; no additional fees will be reimbursed.
--– State total lot value and overall bid value (if bidding on multiple lots) in the price form (Lisa 1).
