TECHNICAL CAPABILITY REQUIREMENTS27

--The bidder must be able to provide Junior Business Analysts (Gartner level 1) with a basic understanding of BA tools and techniques, good communication, eagerness to learn, capable of low-complexity tasks under close supervision, limited decision-making authority, documenting basic processes and simple requirements, creating simple reports, and supporting more experienced BAs.

--The bidder must be able to provide Business Analysts (Gartner level 2) capable of working on clearly defined tasks within projects, handling moderately complex analysis usually within a single business area, working under direction of Senior or Lead Business Analyst, and receiving guidance on priorities and methods.

--The bidder must be able to provide Senior Business Analysts (Gartner level 3) capable of leading BA activities across multiple projects or programmes (including strategic analysis), covering multiple business domains, dealing with high ambiguity and complex business situations, setting BA approach, advising others, facilitating decision-making at senior stakeholder level, and coaching/mentoring other BAs.

--The bidder must be able to provide Lead Business Analysts (Gartner level 4) focused on strategic alignment and team leadership, leading BA Activities across Enterprise-level initiatives, multiple projects, and strategic programs, aligning requirements with strategic and technical roadmaps, defining BA standards, governance, and best practices, managing and coaching BA team members, and acting as key liaison between business and technology leadership.

--The bidder must be able to provide Project Support Office roles (Gartner Level 1) capable of providing administrative, logistical, and coordination support for programmes/projects, ensuring consistency, documentation control, reporting, and governance.

--The bidder must be able to provide Junior Project Managers (Gartner Level 1 or experience in supporting/PMO roles) capable of assisting with planning, execution, and monitoring of projects, working as part of a project team or leading on a small workstream, and ensuring delivery on time, within budget, and to required quality standards.

--The bidder must be able to provide Project Managers (Gartner Level 3) responsible for planning, executing, and delivering projects on time, within scope, and within budget, coordinating teams, managing risks, ensuring project outcomes align with organisational goals, and leading day-to-day project management.

--The bidder must be able to provide Senior Project Managers (Gartner Level 4) capable of leading complex, high-value projects, overseeing multiple project teams, ensuring delivery within agreed scope, time, cost, and quality constraints, aligning outcomes with strategic business objectives, providing leadership, direction, and oversight, and acting as the primary point of accountability for senior stakeholders.

--The bidder must be able to provide Programme Managers (Gartner Level 5) capable of overseeing and coordinating multiple related projects to ensure they collectively deliver strategic organisational outcomes, providing leadership, governance, and direction across a programme of work, ensuring alignment with business goals and successful delivery of benefits, and acting as the primary point of accountability into senior stakeholders/Executives.

--The bidder must be able to provide Change Leads (Gartner level 3) capable of owning and leading change impact assessments, designing/deploying/managing key change management deliverables (change plan, training needs assessment, communications plan, change readiness assessment), identifying/collaborating with Change Analysts/Champions, building strong internal networks, building/maintaining strong relationships with teams, undertaking targeted pre-change activities, undertaking change transition activities, identifying/collaborating with sponsors/PMs/project teams to manage risks/issues, working closely with change areas to map impact/dependencies, and managing change to scope/time/budget.

--The bidder must be able to provide Senior Change Analysts (Gartner level 2) capable of supporting more complex change and engagement activity, preparing for and co-ordinating change workshops, co-ordinating communications and engagements, co-ordinating training requirements, providing support in monitoring/measuring/reporting change, and tracking/assuring change benefits.

--The bidder must be able to provide Change Analysts (Gartner level 1) capable of supporting Change Leads in impact assessments/stakeholder analysis, supporting development/delivery of change strategy/plan/activities, creating/delivering essential change communications/training materials, understanding initial readiness for change, tracking change readiness/adoption metrics, facilitating workshops/feedback sessions, working closely with impacted teams to map impact/dependencies, and identifying/escalating risks/issues.

--The bidder must be able to provide Communications Leads (Gartner level 3) capable of providing change narrative, using plans/frameworks to develop compelling narratives, monitoring/measuring communication effectiveness, delivering change communications interventions, interfacing with other Change and Communications roles, and creating content to embed key messaging aligned to company Purpose, Priorities and Values.

--The bidder must be able to provide Training Leads (Gartner level 3) capable of understanding training needs, owning relationship with Thames Water Learning & Development team, driving production of training elements, ensuring quality/effectiveness of learning and alignment with standards, engaging with the business to develop/agree training plans, monitoring training uptake, identifying additional training needs, working with SMEs/vendors to create training materials, organizing/managing/supporting training delivery, and gathering feedback/continuously improving training effectiveness.

--The bidder must be able to provide Trainers (Gartner level 2) capable of developing/designing face-to-face training, preparing training content, deeply understanding the training content and business process/context, personally delivering training to end users, and evaluating training delivered and following up to understand effectiveness.

--The bidder must demonstrate capability to drive successful change by analysing business situations, assessing feasibility, and defining clear requirements across people, processes, and technology.

--The bidder must demonstrate capability to act as a bridge between stakeholders and delivery teams.

--The bidder must demonstrate capability to enable the delivery of solutions that achieve strategic outcomes and deliver key business benefits.

--The bidder must demonstrate capability to foster process improvement, strengthen stakeholder engagement, and ensure governance compliance through high-quality analysis artifacts and a commitment to continuous improvement.
