Original Tender Description

Trust Overview: HPFT are working on a tender exercise for 2 Intensive Enablement services, Midpoint and Stewarts, in Hertfordshire which will be covered by 1 contract. It is anticipated that the mobilisation period for this opportunity will begin in June 2026. The Services: Midpoint is an Intensive Enablement and Discharge to Assess Service currently being run in a building located in Stevenage with 14 beds. The Stewarts Intensive Enablement Service is a service not yet in operation and will be in a building in Harpenden with 14 beds also. Both of these properties are owned by Hertfordshire County Council. The project is block commissioned for service users with functional mental illness, often with complex needs. The Service is a social care mental health ‘rehabilitation’ pathway, which is aimed at supporting Service Users into semi-independent or independent living and return to live and participate in community activities. The Intensive Support Service has two functions, with differing referral pathways, accessed via varying teams and flexibility as to the bed make up of each function.
