Tender Quality Score

This tender is generally well-structured with clear basic information and a reasonable timeline, but it suffers from significant gaps in detailed requirements, evaluation criteria, and the critical absence of electronic submission, impacting fairness and practicality. Sustainability aspects are entirely overlooked.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and uses an appropriate CPV code. The submission period of 28 days is reasonable. No disputes or suspensions are indicated. While the reveal date is missing, it does not fundamentally undermine compliance given the sufficient submission period. Compliance with UK procurement regulations (post-Brexit) is assumed based on the standard procedure.

Missing reveal date
Clarity65/100

The overall description of the contract, its division into lots, and the independent evaluation approach is clear. However, the provided text explicitly defers detailed requirements (exclusion grounds, financial, technical specifications) to a 'Specification Schedule,' making the immediate tender information incomplete for full clarity. Crucially, while 'Most Advantageous Tender (MAT)' is stated, the specific evaluation criteria and their weighting are not detailed, which is a significant clarity gap.

Specific evaluation criteria and weighting not detailed
Full requirements deferred to external 'Specification Schedule'
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and contract start date are well-defined. The tender documents are listed and summarized, indicating their availability. However, the provided text lacks the full detail for mandatory exclusion grounds, specific financial requirements, and comprehensive technical specifications, which are stated to be in the 'Specification Schedule.' This makes the provided extract incomplete on its own.

Detailed exclusion grounds, financial requirements, and comprehensive technical specifications are not included in the provided text
Fairness60/100

The tender discloses the estimated value and divides the contract into independently awarded lots, which promotes broader participation. The 28-day submission period is reasonable. However, the absence of specific evaluation criteria and their weighting (beyond MAT) reduces transparency and potential objectivity. A significant concern is the explicit indication of 'No e-submission,' which hinders equal access and modern procurement practices.

Lack of detailed evaluation criteria/weighting
No e-submission
Practicality50/100

The contract start date and duration are clearly specified, which aids planning. However, the most critical practical drawback is the lack of electronic submission ('No e-submission'), which is a significant impediment in 2026 for efficiency and accessibility. Document URLs are not provided in the extract, though documents are listed.

No electronic submission
Document URLs not explicitly provided
Data Consistency85/100

Most key fields are populated, and dates (submission, start, duration) are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty codes for 'Type' and 'Procedure', an empty 'Liable Person' field, and a slight discrepancy in currency representation (EUR vs. GBP in summaries) for the estimated value, though the value itself is consistent.

Empty codes for Type/Procedure
Empty Liable Person field
Sustainability20/100

The tender explicitly lacks any mention of green procurement, social aspects, or innovation focus. This indicates a missed opportunity to integrate modern sustainability and responsible procurement principles.

No green procurement
No social criteria

Strengths

Clear contract description and lot structure
Value and key timelines (duration, start date) are specified
CPV code is appropriate and NUTS code provided
Documents are listed and summarized
No indication of tailoring to a specific company

Concerns

Absence of electronic submission (e-submission)
Lack of detailed evaluation criteria and weighting
Full requirements (e.g., financial, exclusion) are not in the provided text, requiring external document reference
Complete absence of sustainability, social, or innovation considerations

Recommendations

1. Implement electronic submission for improved accessibility and efficiency.
2. Provide full details of evaluation criteria and their weighting within the main tender documentation.
3. Integrate sustainability, social, and innovation considerations into the tender requirements.
