Tender Quality Score

This tender provides a highly detailed scope of work but suffers from critical omissions regarding legal compliance, clarity, and fairness, primarily due to the absence of mandatory exclusion grounds and evaluation criteria. The lack of e-submission also presents a practical challenge.

Score Breakdown

Legal Compliance45/100

The absence of mandatory exclusion grounds and evaluation criteria are critical legal deficiencies. While the CPV code is correct and no disputes exist, these omissions significantly undermine compliance with fundamental procurement principles. The missing reveal date and procedure/type codes also contribute to a lower score.

Missing mandatory exclusion grounds
Missing evaluation criteria
Clarity65/100

The description of the required services, objectives, and scope is exceptionally detailed and clear. However, the complete absence of evaluation criteria makes it impossible for potential bidders to understand how their proposals will be judged, which is a major clarity flaw.

No evaluation criteria specified
Completeness60/100

While basic information, value, and duration are present, the tender is critically incomplete due to the absence of mandatory exclusion grounds and evaluation criteria. The metadata for documents also shows inconsistencies, with all documents marked as 'Required: No' despite one being an 'Expression of Interest'.

Missing evaluation criteria
Missing mandatory exclusion grounds
Fairness55/100

The lack of transparent evaluation criteria severely compromises fairness, as bidders cannot understand the basis of selection. The absence of e-submission also creates an unnecessary barrier to equal access in modern procurement. The value is disclosed, and requirements do not appear tailored.

No evaluation criteria specified
No e-submission
Practicality60/100

The lack of electronic submission support is a significant practical drawback, increasing administrative burden for bidders and the contracting authority. Other practical details like contract start and duration are well-defined.

No e-submission
Data Consistency65/100

Several key fields are unpopulated or inconsistent, particularly the document 'Required' status and the tender's 'planned' status conflicting with a firm submission deadline. No disputes or suspensions are a positive.

Inconsistent 'Required: No' status for documents
Status 'planned' with a specific submission deadline
Sustainability30/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation criteria for the supervisor services. While the project itself mentions BREEAM targets, this is not a direct sustainability requirement for the procurement process itself.

Not green procurement
No social criteria

Strengths

Detailed and clear description of services, objectives, and scope
Estimated value, duration, and contract start date are clearly specified
CPV and NUTS codes are provided and appropriate
No disputes or suspensions recorded
Ample time between today's date and submission deadline (assuming early notice)

Concerns

Absence of mandatory exclusion grounds
Absence of evaluation criteria
Lack of electronic submission support
Inconsistent document 'Required' status and 'planned' status with a firm deadline
Missing 'Liable Person' and procedure/type codes

Recommendations

1. Immediately publish mandatory exclusion grounds and detailed evaluation criteria to ensure legal compliance, clarity, and fairness.
2. Implement electronic submission capabilities to enhance practicality and equal access for bidders.
3. Clarify the tender's official publication status and ensure all document metadata, especially 'Required' status, is accurate and consistent.
