Original Tender Description

Great Western NHS Foundation Trust (the “Trust) opened its acute Private Finance Initiative (PFI) facility in 2002. The six-storey building provides 78,101 square meters of internal space and supports 650 beds. The hospital includes a full range of acute services, including an Accident and Emergency department, Acute Assessment Unit, Intensive Care / High Dependency Unit, Maternity and Intermediate Care Centre. The site also incorporates a health and social care education centre (the “Academy”), alongside a wide range of wards and clinics, serving a population of around 300,000 people. The PFI contract is due to expire in October 2029 and covers approximately 90% of the Trust’s estate on the Swindon site. The majority of the facilities management (FM) services for the PFI estate (excluding car parking, linen and transport which are a directly delivered service by the Trust) are currently provided under the PFI contract. FM services to the retained estate (non-PFI) estate are outsourced separately. However, many of the same service providers deliver FM services across both the PFI and non-PFI estate. The Trust is currently considering a range of future FM service delivery models across the Swindon site and is seeking to engage with the market to understand the industry perspective. This engagement will help inform the Trust’s approach to its future service delivery strategy. The FM services currently included within the assessment are: 1. Estates maintenance service, including planned, reactive, small work’s, project works etc. 2. Grounds maintenance service 3. Energy and utilities management service 4. Helpdesk service and CAFM system 5. Cleaning service 6. Catering (patient and retail) service 7. Portering service 8. Security service 9. Pest control service 10. Waste management and disposal service 11. Switchboard service 12. Tenancy and residential property management service 13. Linen and laundry 14. Car parking management The Trust is seeking to understand market capability, capacity, and innovative approaches regarding the delivery of the full suite of FM services across its estate, as well as understanding the markets appetite for differing FM service contract bundling arrangements. Any future contract(s) may be split into lots e.g. a number of separate contractual arrangements or delivered as in interacted combined FM service solution. The Contracting Authority wishes to involve the market in discussing the following general points: • Current market and market interest in this project • Relevant experience • Feedback on the service structure / service lotting structure • Key risks and commercial terms of interest • Contract term and investment • Innovations in the market place • Continuous improvement Suppliers who wish to participate in the preliminary market engagement are to express their interest by the closing date and time on the following portal https://atamis-1928.my.site.com/s/Welcome Engagement process description: A preliminary market engagement session will be conducted virtually via Microsoft Teams on 16th June 2026 10:00 hours to 12:00 hours. Joining details will be issued by the Trust to your confirmed point of contact prior to the event. To ensure consistency, this event will be recorded and shared with any Suppliers unable to attend, but still wishing to engage. Suppliers are asked to confirm the names, email and titles of the attendees to the preliminary market engagement virtual session prior to the session, via the portal. A Market Engagement Questionnaire (MEQ) will be available via the portal under Supplier Documents Folder at the point of expressing interest via the above link to allow sufficient time for suppliers to complete and respond. Market Engagement Closing Date and Time: Suppliers are asked to return the completed MEQ via the portal by 14:00 hours on Wednesday 1st July 2026. Suppliers are requested to direct all queries via the Portal rather than make direct contact with the Trust.
