Original Tender Description

This notice serves to initiate early market engagement in accordance with Section 16 of the Procurement Act 2023. Its purpose is to support the Ministry of Justice (MOJ) in exploring potential future procurement opportunities for Community Accommodation Services (CAS), by assessing market interest, capacity, and readiness, and informing the fair and transparent development of any subsequent procurement process. The HMPPS CAS system provides a three-tier model of temporary accommodation for people on probation, prison leavers, and those on bail who require public protection measures or are at risk of homelessness. These services are designed to support public protection, promote reintegration into the community, and reduce reoffending. All three tiers serve as a bridge back into the community, proportionate to the level of risk posed, but are not intended to provide settled accommodation. The service is centred on the provision of accommodation, with varying levels of support provided depending on the service type. The current configuration of the service, which remains subject to future change, is set out below: • CAS1 (Approved Premises) offers accommodation and enhanced supervision for individuals released from custody, with a focus on public protection. • CAS2 provides temporary accommodation for individuals in the community, including those on bail or subject to Home Detention Curfew. • CAS3 delivers up to 84 nights temporary accommodation for individuals leaving custody who are at risk of homelessness and are subject to probation supervision and includes the provision of basic floating support. The scope of any future requirement may include one or more service types listed, tailored to different levels of risk, need, and supervision as required. The commercial approach and delivery structure for the future CAS procurement are still in development. A range of procurement routes are being explored, taking into account the new flexibilities introduced under the Procurement Act 2023, which came into force in February 2025. As part of this exploration, an Open Framework is being considered as a potential delivery model. The Authority is currently gauging supplier interest and will confirm the schedule for future engagement stages via Jaggaer, the official platform for managing procurement processes. Suppliers are encouraged to register and express interest promptly to receive further updates and communications. All subsequent information relating to this market engagement will be provided through Jaggaer to ensure transparency, consistency, and equal access to all interested parties. The Authority welcomes participation from suppliers of all types and sizes, including SMEs, VCSEs, and larger providers. This early engagement is designed to be inclusive and informative, without conferring any advantage or commitment at this stage.
