Original Tender Description

CDS Co-operatives is a charitable community benefit society first established in 1975 to support the development of new housing co-ops. Our core purpose is to provide, support and promote co-op and community-led housing - so that more people can shape the things that matter to them - at home, in their neighbourhood or community. We truly value our cooperative roots, and we are committed to supporting cooperation as an effective business model and as a set of valuable skills. As part of our ongoing efforts to support the co-op and community-led housing sector we have procured a managing agent for Frameworks designed to deliver flexible, technology-enabled repairs, maintenance, consultancy and major works services to us and other similar organisations. The Framework Agreement has been entered into between CDS Co-operatives (as contracting authority) and Plentific (as supplier). CDS Housing Solutions Company Limited (a trading subsidiary of CDS) will also be a party to the Agreement. Plentific is a UK-based property technology company providing a digital platform for the procurement and management of repairs, maintenance, planned works within the social housing sector. The platform is widely used by housing associations and local authorities to source, onboard and manage contractors through compliant and transparent processes. CDS Co-operatives in partnership with Plentific as Managing Agent, will be going to market for suppliers to deliver Repairs, Maintenance, Planned and Major Works Services. The procurement will be under an Open Framework, and the tender notice is estimated to be formally published in April 2026 on the Central Digital Platform; in compliance with the Procurement Act 2023. Services delivered by this Framework will be to domestic and commercial properties. Domestic properties will typically consist of a mixture of domestic housing sites but not limited to bungalows, blocks of flats, and co-operative housing schemes and any other building owned and/or managed by our Framework contracting agent. Commercial properties will include but not be limited to business units, office buildings and community centres.

Tender Quality Score

This tender for a Repairs & Maintenance Framework is generally well-structured, with clear objectives and a defined scope. However, it lacks specific financial details and evaluation criteria, and the submission deadline appears tight.

Score Breakdown

Legal Compliance75/100

The tender references the Procurement Act 2023 and mentions compliance, which is positive. The CPV code is provided. However, the absence of a formal reveal date and specific evaluation criteria could pose challenges for bidders in understanding the full legal framework of the procurement. The deadline, while specified, might be considered short given the scope.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the organization and the purpose of the framework is clear. The scope of services and the types of properties are well-defined. The AI-extracted requirements provide a good overview of what is expected. However, the lack of disclosed financial value and specific evaluation criteria reduces overall clarity.

Value not disclosed
No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, and CPV code is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and no content is available for the tender documents, hindering a complete assessment of the requirements.

Estimated Value: Not disclosed
No document content available
Fairness85/100

The tender is an 'Open procedure', which generally promotes fairness. The use of a framework agreement and the mention of a 'Central Digital Platform' suggest an intention for transparency. The requirements are broadly defined, avoiding overly specific tailoring to individual companies. The disclosure of the managing agent (Plentific) is also a positive step towards transparency.

Practicality65/100

The tender specifies a contract duration of 96 months and a start date. However, it does not explicitly mention e-submission, and no financing information is provided. The lack of document content also impacts the practicality of preparing a bid.

No e-submission mentioned
No financing information provided
Data Consistency90/100

Key fields like title, reference, organization, CPV, and contract duration are populated. The dates provided (submission deadline and contract start) are logical in sequence. There are no indications of suspension or disputes. The status 'planning' is consistent with the estimated publication date.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. While the organization's charitable nature suggests a social mission, this is not directly translated into procurement criteria within the tender notice.

Not green procurement
No social criteria
