Tender Quality Score

The tender outlines a significant framework agreement for crucial social services. However, the provided information is highly incomplete, lacking essential tender documents and detailed criteria, which severely hinders a comprehensive assessment and potential bidder participation.

Score Breakdown

Legal Compliance100/100

The tender appears to follow an Open procedure, which is generally compliant. However, the absence of detailed mandatory exclusion grounds and specific legal requirements in the provided extract makes a full assessment difficult.

Absence of specific mandatory exclusion grounds details
Lack of full tender documentation to verify legal compliance of all terms
Clarity40/100

The overall purpose and scope of services are clear at a high level. However, the lack of detailed requirements, evaluation criteria, and full tender documents means that specific expectations for bidders are highly unclear.

Vague eligibility and technical capability requirements
Absence of detailed service specifications
Completeness83/100

This is the weakest area. The provided information is severely incomplete, lacking any actual tender documents, detailed specifications, evaluation criteria, or comprehensive financial and technical requirements.

No tender documents attached or content available
Missing detailed service specifications
Fairness60/100

The Open procedure is inherently fair, but the extreme lack of detailed information and evaluation criteria could lead to an unfair or opaque selection process. Without clear criteria, subjective judgments are more likely, potentially favoring incumbents.

Lack of clear and objective evaluation criteria
Potential for subjective assessment due to vague requirements
Practicality40/100

The concept of a framework agreement for these services is practical. However, the current level of detail makes it impractical for potential bidders to prepare a high-quality, compliant submission. The absence of documents means bidders don't know how to bid.

Impractical for bidders to prepare comprehensive proposals without detailed tender documents
Unclear what specific evidence or information is required for eligibility and technical capability
Data Consistency100/100

The provided data is internally consistent, but its limited scope makes this assessment less impactful.

Sustainability25/100

'Social Criteria' is mentioned as a characteristic, which is a positive indicator for sustainability. However, without detailed tender documents, it's impossible to assess how these criteria are integrated or evaluated.

Lack of detailed information on how 'Social Criteria' will be assessed or weighted
No explicit mention of environmental or economic sustainability aspects beyond social criteria

Strengths

Clear identification of the procuring organization and its purpose
Significant estimated value indicating a substantial opportunity
Use of an Open procedure, promoting broad competition
Focus on critical social services for vulnerable young people
Mention of 'Social Criteria' as a procurement characteristic

Concerns

Absence of any attached tender documents or detailed content
Lack of specific evaluation criteria and methodology
Vague and high-level eligibility and technical capability requirements
No specific financial requirements provided, which could lead to financial risk or exclude capable smaller providers
Risk of subjective assessment due to insufficient detail, potentially favoring specific companies

Recommendations

1. Publish comprehensive tender documents including detailed specifications, evaluation criteria, and submission instructions.
2. Clearly define all eligibility, technical, and financial requirements with measurable criteria.
3. Provide clear guidance on how 'Social Criteria' will be assessed and weighted.
