Original Tender Description

The ASEAN-UK Supporting the Advancement of Girls’ Education (ASEAN-UK SAGE) programme is a six-year Business Case funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) through the UK Mission to ASEAN. Delivered in two phases, the UK Mission to ASEAN is now seeking eligible organisation(s) to deliver a three-year Phase 2. Phase 2 will run for three UK financial years, from April 2026 to March 2029, with a total budget of £9,000,000. It will be delivered by a lead organisation under an agreement with the UK Mission to ASEAN, supported by downstream partners as needed. The focus of ASEAN-UK SAGE is to support inclusive and equitable quality education for children across Southeast Asia Region in close collaboration with ASEAN secretariat, especially for girls and the most marginalised, contributing to regional integration and narrowing of development disparities between ASEAN Member States (AMS). The emphasis in Phase 2 will be on the use of evidence to improve learning outcomes and inclusion, especially for priority countries in the region.

Tender Quality Score

This planned tender for the ASEAN-UK SAGE programme offers a clear objective and reasonable financial framework. However, it lacks specific evaluation criteria and details on submission, impacting clarity and completeness, and shows minimal consideration for sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender has a specified reference number, organization, and CPV code. The procedure is identified as 'Competitive flexible procedure'. The 'planned' status suggests it's in its early stages. Deadlines appear reasonable given the complexity. No disputes are flagged.

Clarity70/100

The description of the programme's objectives and scope is generally clear. However, the absence of specified evaluation criteria leaves a significant gap in understanding how proposals will be assessed, reducing overall clarity. Requirements are broadly stated.

No evaluation criteria specified.
Completeness65/100

Most basic information such as title, organization, estimated value, contract duration, and start date are present. However, the crucial tender documents lack content summaries, and specific submission requirements are not detailed, hindering a comprehensive understanding of the process.

No document content available.
No specific submission requirements listed.
Fairness80/100

The tender does not appear to be tailored to specific companies. Access to the full documents is implied to be available, and the value is disclosed. The criteria are not explicitly stated, but the general requirements seem objective. The absence of specified e-submission methods is a minor detractor.

Practicality60/100

The contract start date and duration are specified. Financing information is implied by the estimated value. However, the absence of explicit e-submission details and the 'planned' status with a relatively close submission deadline might pose practical challenges for potential bidders needing to prepare comprehensive proposals without full document access.

No e-submission specified.
Submission deadline might be tight without full document access.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated and appear logically consistent. The tender status is 'planned' and no disputes are listed, indicating a stable dataset.

Sustainability30/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the tender description or AI-extracted requirements. This indicates a significant lack of focus on sustainability criteria.

No green procurement mentioned.
No social criteria mentioned.

Strengths

Clear programme objective and scope.
Specified financial value and duration.
Identified CPV code and NUTS code.
Restricted procedure allows for focused bidding.

Concerns

Missing detailed evaluation criteria.
No content available for tender documents.
Lack of explicit sustainability considerations.
Ambiguity regarding e-submission process.

Recommendations

1. Publish detailed evaluation criteria for bidder transparency.
2. Provide content summaries or full versions of tender documents.
3. Incorporate explicit sustainability criteria (e.g., environmental, social, innovation) into the requirements.
