Original Tender Description

Keeping the THRIVE Framework Principles in mind, Ealing Council has procured a Community Emotional Wellbeing & MH Services for children and young people in two lots The Council looked for efficiencies and innovation to make best use of this budget. It is anticipated that the contract will commence in April 2023 and will be for three (3) years, with two possibilities of one (1) year extension. In response to an in-depth review last year of the experiences of children, young people, and their parents/carers in both accessing and receiving care from our community emotional wellbeing & MH services, Ealing Council has been working hard to redesign the services that they now wish to commission. Whilst the process of transformation is far from complete as we continue to revisit existing pathways across and between services and schools and develop a Central Point of Access for all social, emotional wellbeing & MH referrals to Children’s Services, we are now seeking experienced providers to join us on our journey. Our aim is to achieve the best outcomes that we can for our children and families and bring about positive change whilst helping support children and young people to achieve their optimum emotional health and well-being. It is envisaged that the services to be tendered will be commissioned in two Lots allowing providers to bid for one or both Lots. Lot 1: This will include those early intervention and prevention services which offer a blended model of training, support, advice and consultation for both families and those professional involved in their care, alongside offering a range of responsive time-limited evidence-based MH interventions to children, young people and their families within a community setting or school. In Ealing, these services include: Supportive action for families in Ealing (SAFE), which is multi-agency early intervention/early help service based on a partnership across agencies. As part of this service a team of MH practitioners work within this integrated framework to offer children, young people and their families/carers appropriate time-limited evidence-based interventions to address their most pressing emotional, MH and wellbeing needs. Ealing Primary Centre Outreach and CLiPS Teams provide advice, strategies, support and interventions to schools, children and families in partnership with other key agencies to improve outcomes for children with Social Emotional and MH Needs identified by schools. Lot 2: This will include those services which are aimed at supporting families who are most in need by improving MH and emotional wellbeing. This includes psychology provision which supports statutory services within the Council and helps to manage demand, reduce family and placement breakdown. The Brighter Futures Programme which comprises of a range of multi-agency support teams (MASTs: Edge of Care; CONNECT: In care; Leaving Care Service and Adoption and Post-Adoption Service Support). The principal focus of these teams is on improving outcomes and preventing children and young people going into care wherever possible, or if in care or adopted maximising the effectiveness of the support received with an improvement in the stability of placements. Intensive Therapeutic Short Breaks Service which aims to provide intensive support to a small number of children aged 5-17 to reduce the number of children, with complex learning disabilities and challenging behaviour, in need of residential placements. 14-18 Transitions Management Team which is a multi-agency partnership of health and social care services designed to provide integrated services that meet the needs of disabled young people and their families.
