Tender Quality Score

This tender for NEC Supervisor services at Kettering General Hospital provides a highly detailed scope of work and requirements but suffers from critical omissions regarding evaluation criteria and electronic submission, impacting fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planned' status, which mitigates some immediate concerns. Basic legal elements like CPV code and procedure type are stated, though specific codes are missing. The AI summary notes no explicit mandatory exclusion grounds, which is a compliance concern if not addressed in the full tender documentation. The 'Liable Person' field is empty, and the reveal date is not provided.

Missing procedure codes and 'Type' code
No explicit mandatory exclusion grounds stated (as per AI summary)
Clarity60/100

The description of the required services, objectives, and scope is exceptionally detailed and unambiguous. The AI-extracted requirements are comprehensive and clearly articulated. However, the complete absence of specified evaluation criteria is a significant flaw, making it unclear how bids will be assessed.

No evaluation criteria specified
Completeness65/100

Most basic information, including title, reference, organization, estimated value, duration, and location, is present. The requirements are extensively detailed. However, the critical omission of evaluation criteria significantly impacts completeness. Additionally, one listed document ('Attachment A-11322') is unavailable ('Page not found'), and all documents are marked as 'Required: No', which is unusual for tender documentation.

No evaluation criteria specified
One tender document is unavailable ('Page not found')
Fairness50/100

The estimated value is disclosed, and the requirements, while specific to the project, do not appear tailored to a single company. However, the lack of evaluation criteria severely compromises transparency and objectivity in the assessment process. The absence of electronic submission ('No e-submission' flagged) creates potential barriers to equal access, and the broken document link further hinders fair access to information.

No evaluation criteria specified, impacting transparency and objectivity
No electronic submission supported
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission is a significant practical drawback in modern procurement. The broken link for one of the tender documents also presents a practical hurdle for interested parties.

No electronic submission supported
Broken link for one tender document
Data Consistency85/100

Key fields such as title, reference, organization, value, deadlines, and CPV code are consistently populated. There are no reported disputes or suspensions, and dates are logical. Minor inconsistencies include empty fields for 'Liable Person', procedure codes, and 'Type' code, as well as the missing reveal date.

Empty 'Liable Person' field
Missing procedure codes and 'Type' code
Sustainability60/100

The tender explicitly includes 'BREEAM targets' as a compliance requirement, which is a strong positive indicator for environmental sustainability in construction. However, there is no broader focus on other green procurement aspects, social criteria, or innovation.

No explicit social criteria
No explicit innovation focus

Strengths

Highly detailed and clear description of services and scope
Comprehensive AI-extracted requirements
Estimated value, duration, and contract start date clearly specified
Inclusion of BREEAM targets for environmental sustainability
No disputes or suspensions reported

Concerns

Critical absence of evaluation criteria
Lack of electronic submission support
One tender document is unavailable ('Page not found')
Missing mandatory exclusion grounds (as per AI summary)
Missing key administrative details (e.g., Liable Person, procedure codes)

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure fairness and transparency.
2. Enable electronic submission to enhance accessibility and streamline the procurement process.
