Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying a clear procedure (Open procedure) and providing a CPV code. Deadlines are present, though their reasonableness is a point of concern. No disputes are indicated. The procedure appears compliant with standard open tendering practices.

Potential for short submission deadline
Clarity80/100

The description of the service is clear, outlining the focus on Essential Skills, Family Learning, personal development, and wellbeing for adults aged 19+. The target audience and objectives are well-defined. However, the absence of specified evaluation criteria leaves a significant gap in understanding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are provided. The description is adequate. However, crucial documents with content are missing, and specific submission requirements are not detailed, impacting the overall completeness.

No document content available
Missing specific submission requirements
Fairness85/100

The tender is an open procedure, allowing broad access. The estimated value is disclosed, and the criteria for eligibility are generally objective. The division into two parts for separate local authorities is a reasonable approach. However, the lack of detailed evaluation criteria could be perceived as less transparent.

Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information regarding e-submission and the URL for documents hinders practical access and submission for potential bidders. Financing information is also absent.

No e-submission specified
Missing document URL
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated consistently. There are no indications of suspension or disputes. The dates provided (submission deadline, contract start) are logically sequenced.

Sustainability50/100

The tender notice does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often implies adherence to certain sustainability standards.

No explicit mention of green procurement
No explicit mention of social criteria
