Good

Tender Quality Score

This is a well-structured pre-market engagement notice, clearly outlining the scope and objectives for future day services, though it lacks formal classification details and full tender documentation expected for a formal procurement.

Score Breakdown

Legal Compliance70/100

The notice correctly identifies the CPV code and NUTS code. However, the 'Type' and 'Procedure' fields are marked as 'None', which represents a formal classification gap, even for a planning notice. No disputes or suspensions are indicated.

Missing formal procedure type and tender type classification.
Clarity85/100

The description of the required services and the purpose of the engagement session is exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the detailed service model, making the council's aspirations very understandable.

Completeness65/100

While basic information like title, reference, organization, value, duration, and key dates are present, the 'Type' and 'Procedure' fields are empty. Crucially, evaluation criteria and full tender documents (e.g., ITT, contract terms) are absent, which is expected for a planning notice but makes it incomplete as a full tender package.

Missing formal procedure type and tender type.
Evaluation criteria are not specified.
Fairness90/100

The pre-market engagement approach itself promotes fairness by seeking broad provider input. The estimated value is disclosed, and requirements are generic, focusing on service models rather than specific solutions, indicating no tailoring. E-procurement via the YORtender portal is specified.

Practicality85/100

Electronic submission via the YORtender portal is supported, enhancing practicality. The contract start date, duration, and estimated value are clearly specified. While a direct document URL isn't provided, the portal mention implies accessibility.

Data Consistency85/100

Dates (engagement, submission, contract start) are logical and consistent. Most key fields are populated. The 'Type' and 'Procedure' fields being 'None' is a data entry gap rather than an internal inconsistency.

Missing data for 'Type' and 'Procedure' fields.
Sustainability95/100

The tender strongly emphasizes social aspects such as asset-based support, maximizing independence, inclusion, and person-centred approaches. It also explicitly supports innovation and creativity. The only missing element is an explicit focus on green procurement.

Strengths

Clear and detailed description of service model and objectives.
Proactive pre-market engagement approach to gather provider views.
Strong emphasis on social aspects and innovation in service delivery.
Transparency regarding estimated value and contract duration.
Utilizes e-procurement for expression of interest and future submissions.

Concerns

Formal procedure type and tender type are not specified.
Evaluation criteria for the future formal tender are not yet defined.
Absence of explicit green procurement considerations.

Recommendations

1. Clearly define the formal procedure type and tender type for the subsequent procurement phase.
2. Develop and communicate comprehensive, objective evaluation criteria well in advance of the formal tender.
3. Consider integrating specific green procurement requirements into the service delivery model.
