Original Tender Description

This research will explore whether changes in system logic, design, or supporting processes could reduce unnecessary emergency stops between stations while preserving the ability to effectively respond to PTI or other genuine emergencies. This work directly supports the Rail Delivery Group’s Network Performance Board and its Performance Restoration Framework pillar ‘Keeping Trains Safely Moving’. It also aligns with the Rail Technical Strategy’s Critical Enabler ‘Optimised Train Operations’ and RSSB’s Rail Health and Safety Strategy (RHSS). This work is sponsored by the Operations Standards Forum (OSF) and supported by the Better Operations and Programme Board (BOPB). Tender Quality Score

This tender provides a clear project description and essential practical details but suffers from significant deficiencies in completeness and transparency due to the absence of full document content and evaluation criteria within the provided information.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are clear, and no disputes are noted. However, the missing tender reveal date and the absence of mandatory exclusion grounds and evaluation criteria in the provided summary are significant transparency issues. While it's a below-threshold procurement, basic transparency is still expected.

Missing tender reveal date.
Mandatory exclusion grounds not detailed in summary.
Clarity55/100

The project description is excellent, and the AI-extracted requirements are clear in what they state. However, the complete absence of evaluation criteria and the explicit mention that mandatory exclusion grounds are not in the summary significantly reduce clarity for a potential bidder relying on this overview.

Evaluation criteria not specified.
Mandatory exclusion grounds not detailed in summary.
Completeness45/100

While basic metadata is present, the critical lack of content for the 4 listed tender documents is a major deficiency. This means bidders cannot fully assess the tender without navigating to an external portal. Missing evaluation criteria and full exclusion grounds further reduce completeness.

Critical lack of content for the 4 listed tender documents.
Evaluation criteria not specified.
Fairness50/100

The disclosed value and e-procurement support are positive. However, the lack of full document access within the provided tender information and, critically, the absence of evaluation criteria severely undermine fairness and transparency. Bidders are left guessing on key aspects of the assessment.

Evaluation criteria not specified.
All documents not directly accessible (requires external portal).
Practicality85/100

All practical aspects, including electronic submission via Delta eSourcing, contract start date, financing, and duration, are well-defined and provided. However, the fact that all content is external and not directly provided in the tender summary reduces practicality slightly, adding an extra step for bidders.

All document content requires external portal visit.
Data Consistency75/100

Most key fields are populated, and dates are logical. Minor inconsistencies include empty fields (e.g., 'Liable Person', 'Code') and a slight time discrepancy in the submission deadline. There is also a contradiction regarding e-submission support between the description and automated checks, though the description's explicit link is prioritized.

Some key fields are empty (e.g., 'Liable Person', 'Code').
Slight time discrepancy in submission deadline.
Sustainability60/100

No explicit green procurement or social aspects are mentioned. However, the core nature of the research project itself is inherently innovative, aiming for a 'new approach' to improve railway safety and efficiency, which contributes positively to broader sustainability goals.

Lack of explicit green procurement or social aspects criteria.

Strengths

Clear and well-defined project objective and description.
Essential financial and timeline information is provided.
Electronic submission via a dedicated portal is supported.
The project inherently focuses on innovation in railway safety.
CPV code and procedure type are clearly defined.

Concerns

Critical lack of content for the 4 listed tender documents.
Absence of evaluation criteria in the provided information.
Mandatory exclusion grounds are not detailed in the summary.
Missing tender reveal date, impacting transparency.
Some minor data inconsistencies (e.g., empty fields, slight time discrepancy).

Recommendations

1. Ensure all tender documents are directly accessible or summarized within the primary tender notice.
2. Clearly state all evaluation criteria and mandatory exclusion grounds in the tender overview.
3. Provide the tender reveal date for full transparency regarding the bidding period.
