Original Tender Description

Gateshead Council, South Tyneside Council and Sunderland City Council have formed The South Tyne and Wear Waste Management Partnership to implement their waste management responsibilities jointly and are represented by Gateshead Council as the lead Authority. The Borough Council of Gateshead will enter into back to back contractual arrangements with its Partner Authorities to pass down the relevant provisions of this Contract/Tender ("the Authority Contracts"). The Authority Contracts will be implemented by the Borough Council of Gateshead as Lead Authority for the Partner Authorities under the Contract for and on behalf of itself and the Partner Authorities. This notice is for the award of the Contract for the Provision and Operation of a Materials Recovery Facility/ies which includes the haulage and processing of Authorised Materials and in respect of Gateshead and Sunderland shall include Delivery Points to receive and process Authorised Materials. The requirements of the contract are:- Lot1 - Gateshead • The provision of a Materials Recovery Facility (MRF) to process and sort collected Materials. • The provision of a suitable supporting Delivery Point(s) which will receive the Authorised Materials delivered by Gateshead Council and from which the Contractor will transfer the delivered Authorised Materials to the appropriate Processing Facility • The transfer of the segregated Materials to suitable merchants or re-processors. • The provision of a complete record of all Materials delivered, the interim processors/Outlets and the ultimate destination of each Material • Monthly analysis of the Materials carried out in accordance with the MRF Code of Practice. Lot 2 - Sunderland • The provision of a Materials Recovery Facility (MRF) to process and sort collected Materials. • The provision of a suitable supporting Delivery Point(s) which will receive the Authorised Materials delivered by Sunderland Council and from which the Contractor will transfer the delivered Authorised Materials to the appropriate Processing Facility • The transfer of the segregated Materials to suitable merchants or re-processors. • The provision of a complete record of all Materials delivered, the interim processors/Outlets and the ultimate destination of each Material • Monthly analysis of the Materials carried out in accordance with the MRF Code of Practice. Lot 3 - South Tyneside Council • The provision of a Materials Recovery Facility (MRF) to process and sort collected Materials. • South Tyneside will provide its own Recycling Transfer Station (delivery point) from which the Contractor will transfer the delivered Authorised Material to the appropriate processing Facility. (See further details in the introduction.) • The transfer of the segregated Materials to suitable merchants or re-processors. • The provision of a complete record of all Materials delivered, the interim processors/Outlets and the ultimate destination of each Material • Monthly analysis of the Materials carried out in accordance with the MRF Code of Practice. Tenderers may bid for one or all Lots. The Service shall be provided for the Reception and Treatment of collected recyclable Materials from approximately 296,940 properties across the three Council areas (Gateshead 94,160 properties, South Tyneside 72,240 properties, Sunderland 130,540 properties). The Materials will be collected and delivered using Refuse Collection Vehicles (split bodied compaction, conventional and non-compaction) and the recyclable Materials will consist of: • Co-mingled materials in a wheeled bin - Glass bottles & jars - Plastic bottles, pots, tubs and trays - Cardboard - Aluminium foil - Mixed paper including news and PAMS - Food and drinks cartons e.g. Tetra-paks - Cans & Aerosols - ferrous and non-ferrous • Newspaper & PAMS collected separately in a 40 ltr inner caddy
