Original Tender Description

The project and development site area incorporates the former Co-op land and property, with the buildings demolished with the exception of the retained façade and partial building facing Spital Street. This extends, for the purpose of the Planning Application, to incorporate Orchard Street and the public highway in Spital Street where it is proposed that there are improvements and amendments to the Adopted Highway. The Council acquired the land and property from Homes England in June 2022 and in 2023, following a competitive process, appointed Peter Barber Architects to prepare a Feasibility Study to explore the options available in land use. A scheme was approved by the Council in 2024 that has been advanced to a Planning Application. Peter Barber Architects are currently developing the RIBA Stage 4 design. The project incorporates the following: - 69 homes in buildings (Blocks A–G) up to 4 storeys - 20% Affordable Housing (as Planning Policy) - Approximately 22,000 ft² commercial (Class E Space) - Redevelopment of the former Co-op building to provide entertainment uses (8,500 ft²) - Public Realm For more information about this opportunity, please visit the Delta eSourcing portal at: https://www.delta-esourcing.com/tenders/UK-UK-Dartford:-Construction-work-for-houses./9SJ8ZK8955 To respond to this opportunity, please click here: https://www.delta-esourcing.com/respond/9SJ8ZK8955

Tender Quality Score

This tender for the Westgate Village Development in Dartford presents a well-defined construction project with a substantial estimated value. Key information is available, but the absence of explicit evaluation criteria and the reliance on an external portal for full details are notable drawbacks.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a clear CPV code and a competitive flexible procedure. However, the absence of specific mandatory exclusion grounds and the lack of specified evaluation criteria could be seen as minor compliance gaps. The deadline, while provided, might be considered tight given the project's complexity and value, but it's not explicitly unreasonable without further context on typical UK timelines for such projects.

Missing mandatory exclusion grounds
No evaluation criteria specified
Clarity80/100

The project description is detailed, outlining the scope of works, including residential, commercial, and public realm elements. The technical requirements are reasonably clear, derived from the project description. However, the full extent of requirements and conditions are likely within the linked external portal, which impacts the clarity of the provided snippet.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The submission deadline and contract start date are also specified. However, the crucial tender documents are not accessible or summarized within the provided text, significantly impacting completeness.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The use of an e-procurement portal is standard. The criteria for selection are not explicitly stated, which could be a concern for fairness if not detailed within the portal. There are no obvious requirements tailored to specific companies, suggesting a reasonable level of fairness.

No evaluation criteria specified
Practicality65/100

The tender requires e-submission via a specific portal, which is practical. The contract start date and duration are clear. However, financing information is not provided, and the reliance on an external URL for full document access and response submission reduces immediate practicality for a quick review.

No financing information provided
External URL required for full access and response
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The contract start date immediately following the submission deadline is a common practice and logically consistent.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding. While the project involves housing and public realm, these elements are not framed within a sustainability context in the provided information.

Not green procurement
No social criteria

Strengths
