Riigihanke objektiks on teenuse kontsessionääri leidmine Eesti Vabariigi poolt väljaantavate reisidokumentide kättetoimetamiseks kullerteenusena turvalistes välisriikides üle maailma. Teenuse kasutajateks on välisriikides asuvad Eesti Vabariigi kodanikud, kes on reisidokumendi taotlemisel valinud selle kättetoimetamise kullerteenuse vahendusel ning kes tasuvad reisidokumendi taotlemisel teenuse eest täitjale kontsessioonilepingus kokkulepitud tingimustel. Tasu teenuse osutamise eest seisneb pakkujale antud õiguses osutada teenust ja saada adressaatidelt tasu teenuse osutamise eest.
