Tender Quality Score

This tender for Newry City Park development is generally well-structured with clear objectives and technical requirements, but lacks specific evaluation criteria and details on the submission process.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a proper CPV code and a clear procedure type. However, the absence of a reveal date and explicit evaluation criteria could pose minor compliance risks. Deadlines are provided, but their reasonableness is not fully assessable without further context on the complexity of pre-qualification for a restricted procedure.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the parkland development is comprehensive, outlining the vision, objectives, and desired outcomes. Technical requirements are detailed and specific, referencing drawings and required experience. The conditions for participation are generally clear, though the exact submission format is not specified.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the lack of content for attached documents and the absence of specific submission forms or templates reduce the overall completeness.

No document content available
Fairness85/100

The tender promotes fairness by disclosing the estimated value and providing access to a detailed description. The requirements are objective and focused on technical and financial capabilities. The restricted procedure implies a pre-selection, which can be fair if applied transparently. E-procurement is not explicitly mentioned, which is a minor drawback.

No e-submission
Practicality65/100

The tender specifies a contract start date and duration. However, the lack of explicit mention of e-submission and the absence of financing information reduce its practicality for bidders. The submission deadline is provided, but its feasibility for a restricted procedure is not fully clear.

No e-submission
Financing information not specified
Data Consistency90/100

Key fields such as title, reference, organization, value, and CPV code are populated. Dates are logical, with the contract start date aligning with the submission deadline. There are no indications of suspension or disputes.

Sustainability50/100

The tender mentions 'sustaining our environment' as part of the vision, which is a positive step. However, there are no explicit requirements for green procurement, social aspects, or innovation, and it is not indicated as EU funded, limiting its sustainability score.
