Tender Quality Score

This tender provides a highly detailed scope for NEC Supervisor services in a critical healthcare environment but is significantly hampered by the absence of evaluation criteria and inaccessible tender documents, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the 'Liable Person' is missing, and the codes for 'Type' and 'Procedure' are not provided. While the AI summary notes that mandatory exclusion grounds and financial requirements should be referred to in full documents, their explicit absence in the provided overview is a minor disclosure gap.

Missing 'Liable Person'
Missing codes for 'Type' and 'Procedure'
Clarity80/100

The description of the NEC Supervisor role, objectives, and detailed scope across all project phases is exceptionally clear and well-structured. The AI-extracted eligibility and technical requirements are also very comprehensive. However, the complete absence of specified evaluation criteria is a significant drawback, making it difficult for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, value, duration, and deadlines are well-defined. The technical requirements are also very detailed. However, the tender is incomplete due to the critical absence of evaluation criteria and the failure of two listed tender documents (Attachment A-11322, OCDS Record) to download, which could contain essential information.

No evaluation criteria specified
Two tender documents failed to download
Fairness65/100

The tender discloses the estimated value and provides a reasonable timeframe for submission. However, fairness is significantly compromised by the lack of specified evaluation criteria, which hinders transparency and objectivity. Furthermore, the failure to access two listed tender documents creates an unequal playing field, and the absence of an e-submission option limits equal access for all potential bidders.

No evaluation criteria specified
Two tender documents failed to download, limiting full access
Practicality65/100

The contract start date and duration are clearly specified, which is practical for planning. However, the lack of electronic submission capabilities is a practical hurdle in modern procurement. More critically, the inability to access two of the listed tender documents poses a significant practical barrier for potential bidders to prepare a complete and compliant submission.

No e-submission option available
Two tender documents failed to download, hindering practical access to information
Data Consistency90/100

The tender exhibits good data consistency with most key fields populated, logical dates, and no reported disputes or suspensions. Minor inconsistencies include the missing 'Liable Person' and codes for the procedure type.

Missing 'Liable Person'
Missing codes for 'Type' and 'Procedure'
Sustainability60/100

The tender includes a clear sustainability aspect by requiring compliance with BREEAM targets, indicating a focus on environmental performance. Additionally, the scope emphasizes minimizing disruption to maternity and neonatal services, which has a social responsibility dimension. However, there is no explicit focus on broader social criteria or innovation.

No explicit innovation focus
Limited explicit broader social criteria beyond service delivery impact

Strengths

Highly detailed service description and technical requirements
Clear project objectives and scope across all phases
Specified contract duration and estimated value
Inclusion of BREEAM targets for environmental sustainability
Logical and consistent timeline data

Concerns

Critical absence of evaluation criteria
Two essential tender documents failed to download
No electronic submission option available
Missing 'Liable Person' and procedure codes
Mandatory exclusion grounds and financial requirements not explicitly detailed in the summary

Recommendations

1. Publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Ensure all tender documents are fully accessible and downloadable for all potential bidders.
3. Implement an electronic submission platform to enhance practicality and equal access.
