Tender Quality Score

This tender outlines a flexible framework for essential EHCP provision but is severely hampered by the complete absence of detailed tender documents, making a comprehensive assessment of its quality and fairness challenging for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender states it follows a 'Restricted procedure' but lacks specific details on how this procedure will be implemented, particularly regarding pre-qualification criteria. The absence of detailed mandatory exclusion grounds and specific financial requirements, coupled with no actual tender documents, makes it impossible to verify full compliance with public procurement regulations.

Lack of detailed mandatory exclusion grounds
Absence of specific financial requirements
Clarity40/100

The overall purpose and scope of services (therapies, tutoring, mentoring, etc.) are broadly described. However, the complete absence of tender documents means there are no detailed specifications, quality standards, or expected outcomes, leading to significant ambiguity for potential bidders regarding the precise requirements.

Lack of detailed service specifications and quality standards
Absence of clear evaluation criteria
Completeness83/100

This is the most significant weakness. The tender information provided is highly incomplete due to the complete absence of any attached documents. Crucial elements such as detailed scope of work, technical specifications, pricing structure, contract terms, evaluation criteria, and specific submission instructions are entirely missing.

No tender documents attached
Missing detailed scope of work and technical specifications
Fairness80/100

While the high-level eligibility and technical requirements do not overtly suggest tailoring, the complete absence of detailed evaluation criteria and tender documents creates a significant risk of subjective assessment. Without clear, published criteria, ensuring a fair and transparent selection process for a Restricted procedure is highly problematic.

Absence of detailed evaluation criteria, risking subjective assessment
Lack of transparency in the pre-qualification stage of a Restricted procedure due to missing documents
Practicality40/100

The concept of a flexible framework is practical for the procuring authority. However, for potential bidders, the complete lack of detailed information (scope, requirements, evaluation criteria, submission process) makes it highly impractical to prepare a comprehensive, competitive, and compliant bid. Bidders lack fundamental guidance on what to submit.

Impractical for bidders to prepare a comprehensive bid due to missing information
No clear instructions on the submission process or required platform (e.g., e-submission)
Data Consistency100/100

The basic information provided (title, reference, organization, value, duration, description) is internally consistent. There are no apparent contradictions within the summary data presented.

Sustainability0/100

The tender explicitly states 'Not green procurement' and 'No social criteria'. This indicates a complete lack of focus on environmental or social sustainability aspects, representing a missed opportunity for broader positive impact, especially in a service related to children and young people.

No focus on green procurement criteria
No social criteria included

Strengths

Clear purpose and description of the framework's objective (EHCP provision)
Identified target beneficiaries (children and young people)
Flexible framework approach, beneficial for the procuring authority
Reasonable contract duration (48 months) for a framework agreement
Estimated value disclosed

Concerns

Critical: Complete absence of any tender documents, making detailed assessment impossible
Critical: Lack of detailed evaluation criteria, risking subjective and non-transparent selection
High-level and generic eligibility/technical requirements without sufficient detail for bidders
Missing specific financial requirements for a Restricted procedure
No clear instructions on the submission process or required e-submission platform

Recommendations

1. Immediately publish comprehensive tender documents, including detailed specifications, scope of work, contract terms, and clear evaluation criteria.
2. Provide specific financial requirements and detailed mandatory exclusion/selection criteria consistent with a Restricted procedure.
3. Clearly outline the submission process, including the platform for e-submission and all required forms/templates.
