Tender Quality Score

This tender for a carriageway maintenance framework is generally well-structured, with clear basic information and a reasonable estimated value. However, it lacks detail on evaluation criteria and submission requirements, impacting its completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear procedure (open procedure), a proper CPV code, and no reported disputes. The deadline, while potentially tight, is within a reasonable range for an open procedure. The absence of specific legal exclusion grounds mentioned in the AI-extracted requirements is a minor concern.

Clarity80/100

The description of the framework's purpose and scope is clear. The requirements for contractors are stated as 'suitably experienced and qualified,' which is a standard but somewhat general criterion. The lack of specified evaluation criteria is a significant drawback for clarity.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the AI-extracted requirements indicate that specific details for mandatory exclusion grounds, technical capability, financial requirements, and submission requirements are missing, significantly impacting completeness.

Missing specific eligibility, technical, financial, and submission requirements
Fairness85/100

The tender is an open procedure, which promotes fairness. The estimated value is disclosed, and the criteria for selection are implied to be suitability, though not explicitly detailed. The lack of specific evaluation criteria could be perceived as less transparent, but there are no overt signs of tailoring to specific companies.

Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the availability of document content (only 0 documents with content/summaries) significantly reduces practicality for potential bidders.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported suspensions or disputes, contributing to high data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, indicating a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths
