Eelkõige hinnatakse elluviidud tegevuste ja muudatuste mõju asendushooldusel kasvavate laste ja noorte heaolu tagamisele läbi asendushoolduse kvaliteedi ja asendushoolduse perepõhisuse osakaalu (tõusu).
