Tender Quality Score

This tender outlines a significant contract for children's residential and educational services, with generally good clarity and completeness. However, it lacks crucial details on evaluation criteria and e-submission, impacting practicality and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to be compliant with general procurement principles, with a clear CPV code and no immediate indications of disputes or regulatory non-compliance. The competitive flexible procedure is a valid choice. However, the deadline might be perceived as tight given the complexity and value, which could be a minor concern for legal compliance.

Potential for a tight submission deadline given the contract's scope and value.
Clarity80/100

The description of services, target beneficiaries, and scope is clear and well-articulated. The technical requirements are explicitly listed, providing a good understanding of the expected service delivery. However, the absence of specified evaluation criteria creates ambiguity.

Missing explicit evaluation criteria.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the status 'planning' suggests that not all final documents or detailed specifications are yet available, and the lack of content in the provided tender documents is a significant gap.

Lack of content in provided tender documents.
Status as 'planning' implies incomplete final documentation.
Fairness85/100

The tender discloses the estimated value, and the requirements seem objective and not tailored to specific companies. The use of a competitive flexible procedure is standard. However, the absence of clear evaluation criteria and the lack of information regarding e-submission processes could be perceived as reducing transparency and fairness for potential bidders.

Absence of clear evaluation criteria may reduce transparency.
Practicality65/100

The contract start date and duration are specified. The estimated value is provided. However, the lack of information on e-submission and the absence of content in the tender documents significantly hinder practical application for potential bidders.

No clear indication of e-submission process.
Lack of document content requires significant follow-up.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The timeline appears logically structured, with a contract start date well after the submission deadline.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender details. This indicates a lack of focus on sustainability criteria.

No explicit mention of green procurement.
No explicit mention of social criteria.

Detailed technical requirements.
Sufficient financial information provided.
Logically structured timeline.

Concerns
