Tender Quality Score

This tender offers a solid framework for cleaning services at Cleeve School, with clear technical and financial requirements. However, it lacks explicit evaluation criteria and details regarding document content, impacting overall transparency and accessibility.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal and regulatory requirements, including a proper CPV code and an active status. The procedure is competitive. However, the absence of explicit evaluation criteria and a 'reveal date' raises minor concerns about the procedural transparency. Deadlines are generally reasonable for an open procedure.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of services, the school's ethos, and the expected outcomes are well-articulated. Specific requirements like BICSc standards, operational base in Gloucestershire, and management reporting are clear. The financial model with monthly reconciliation is also detailed.

Completeness70/100

Basic information such as title, organization, reference, and estimated value is present. Contract duration and start date are specified. However, the crucial 'Tender Documents' section indicates 'Documents with content/summaries: 0', suggesting that detailed tender documentation is not readily accessible or described, which is a significant gap.

No document content available
Fairness85/100

The tender promotes fairness by being an open procedure and disclosing the estimated value. The criteria for experience within the secondary school/HE/FE market and a local operational base are objective, though the latter might be perceived as favouring local suppliers. The requirement for a proportion of the procurement consultancy fee to be paid by the contractor is transparently disclosed.

Practicality65/100

The requirement to respond via the Delta eSourcing portal indicates e-submission. However, the 'Issues' section flags 'No e-submission' which contradicts the 'Submission Requirements'. Assuming e-submission is the intended method, the lack of readily available document content makes practical application challenging. Financing and duration are clear.

Contradiction regarding e-submission method
Data Consistency90/100

Key fields like title, reference, organization, estimated value, CPV, and dates are consistently populated. There are no indications of suspension or disputes. The timeline between contract start and submission deadline is logical.

Sustainability50/100

The tender mentions innovation and continuous innovation of processes as pivotal to success, which hints at a forward-thinking approach. However, there are no explicit mentions of 'green procurement', 'social aspects', or specific sustainability targets, and it is not indicated as EU funded.

Not green procurement
No social criteria mentioned

Strengths

Detailed financial information and payment structure

Specific CPV code provided

Concerns

Recommendations
