Tender Quality Score

This tender for home support services in West Norfolk is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered tight given the complexity. The mention of potential contract transfers due to local government restructuring is a significant legal consideration that is clearly communicated.

Clarity80/100

The description of services and the context of reopening previous lots are clear. The division into lots and the role of the Principal Framework Provider are well-defined. However, the absence of explicit evaluation criteria leaves bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. The tender documents are listed, but their content is not accessible, which is a significant omission. The AI-extracted requirements provide a good overview, but the lack of full document access hinders complete assessment.

No document content available
Fairness85/100

The tender is open to all eligible bidders and is conducted via e-procurement. The estimated value is disclosed, and the criteria for applying to lots are clear. The potential for contract transfer is disclosed, which is a positive aspect of transparency.

Practicality65/100

The tender is marked as e-procurement, which is positive. However, the AI-extracted requirements indicate 'No e-submission', which is contradictory and needs clarification. The contract start date is provided, and financing information is implied by the estimated value. The duration is substantial.

No e-submission (contradictory to e-procurement characteristic)
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logical, with the contract start following the submission deadline.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear description of services and lot structure
Open procedure with e-procurement characteristic
Disclosure of potential contract transfer
Estimated value and contract duration specified

Concerns

Missing evaluation criteria
No document content available
Potential contradiction regarding e-submission

Recommendations

1. Provide full access to tender documents and specify evaluation criteria.
2. Clarify the e-submission process.
3. Consider incorporating sustainability criteria.
