Tender Quality Score

This tender provides a clear description of the required works and contract terms but suffers from significant gaps in transparency, particularly the absence of evaluation criteria and ambiguity regarding electronic submission.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and uses appropriate CPV codes. It references the Procurement Act 2023 for national compliance. While mandatory exclusion grounds are not explicitly detailed in the summary, they are referenced to the full documentation. The missing reveal date makes it difficult to fully assess the total tender period, but 29 days from today to submission is generally acceptable.

Mandatory exclusion grounds not explicitly stated in the provided text/summary.
Missing tender reveal date.
Clarity60/100

The description of civil engineering works and contract duration is clear. However, the critical absence of explicit evaluation criteria significantly reduces the clarity of the tender process for potential bidders. Financial requirements are also not detailed in the provided summary.

Missing explicit evaluation criteria.
Financial requirements not explicitly stated in the provided text/summary.
Completeness65/100

Basic information, value, duration, and location are well-defined. However, the tender lacks explicit evaluation criteria and detailed financial requirements in the provided summary. The failure to download one of the listed documents also impacts overall completeness.

Missing explicit evaluation criteria.
Financial requirements not explicitly stated in the provided text/summary.
Fairness50/100

The absence of explicit evaluation criteria is a major concern for fairness, as it prevents bidders from understanding how their proposals will be judged. While requirements appear generic, the lack of transparency in evaluation is a critical flaw. The contradiction regarding e-submission also raises questions about equal access.

Missing explicit evaluation criteria.
Ambiguity regarding electronic submission (portal mentioned, but 'No e-submission' flagged).
Practicality65/100

The contract start date, duration, and financing information are clearly provided. However, the conflicting information regarding electronic submission (a portal is mentioned, but automated checks indicate no e-submission) creates a practical hurdle for bidders.

Ambiguity regarding electronic submission.
Data Consistency90/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. Minor inconsistencies include empty fields for procedure codes and the 'Liable Person'.

Empty fields for procedure codes.
Empty 'Liable Person' field.
Sustainability20/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation. This indicates a lack of emphasis on sustainability in the procurement process.

No explicit green procurement criteria.
No explicit social aspects.

Strengths

Clear description of required civil engineering works and contract terms.
Estimated value, duration, and key dates are specified.
Procedure type and CPV code are correctly identified.
Technical capability requirements are well-defined and appear generic.
No indication of tailoring requirements to a specific company.

Concerns

Missing explicit evaluation criteria, significantly impacting clarity and fairness.
Ambiguity regarding electronic submission (portal mentioned, but 'No e-submission' flagged).
One tender document failed to download, potentially hindering full access.
Lack of explicit financial requirements in the provided summary.
Absence of sustainability (green, social, innovation) criteria.

Recommendations

1. Clearly define and publish the evaluation criteria to ensure transparency and fairness for all bidders.
2. Clarify the submission method (electronic or manual) and ensure all tender documents are accessible.
3. Incorporate sustainability criteria (environmental, social, innovation) into future tenders to align with modern procurement best practices.
