Original Tender Description

We are tendering to appoint a PR Agency to work on behalf of the PPF. The Agency will be expected to support and deliver strategic communications, a full media service supporting the development and issuing of materials, determining best channels and publications, building media relations, narrative development, identifying media opportunities in the broadest form, supporting spokespeople with training, briefing and preparation, crisis support, developing thought leadership capabilities, relevant stakeholder engagement, and campaign management, with a strong emphasis on sector expertise, performance measurement, and governance. We will look to our agency for horizon scanning and knowledge sharing to guide and inform us on best practice, new channels and approaches and the external climate/market. We will be appointing a single service provider to deliver PR and related Agency Services. The contract will be for an initial term of 2 (two) years with optional extensions to take the maximum possible term to 8 (eight) years. The total estimated contract value for the purpose of this notice has been calculated as a range between £1,280,000 and £1,408,000 over the maximum contract term of 8 years. The PPF is evolving within a changing market and future needs for additional PR agency services is possible. This may lead to price revisions and increased fees over the duration of the contract, though the extent of these additional services in not guaranteed. In the event there was a significant increase in the PPF's remit this may necessitate an amendment to the overall contract value. However this known, unknown value cannot be predicted at this stage.

Tender Quality Score

This tender offers a well-defined scope for PR agency services with a substantial estimated value and a clear, though long, contract duration. Key concerns relate to the lack of specified evaluation criteria and the absence of details regarding document content and e-submission.

Score Breakdown

Legal Compliance75/100

The tender specifies a 'Competitive flexible procedure' and includes a valid CPV code. While deadlines are present, the submission deadline (June 30, 2026) relative to the notice date (March 2, 2026) might be considered tight for a complex service procurement, although it's not explicitly flagged as unreasonable. There are no indications of disputes or regulatory non-compliance mentioned.

Clarity80/100

The description of the PR services required is comprehensive, detailing strategic communications, media services, stakeholder engagement, and more. Requirements are clearly articulated through the AI-extracted list, specifying expected capabilities and expertise. However, the absence of explicit evaluation criteria in the provided information detracts from overall clarity for bidders on how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, reference, estimated value, and duration is present. However, the critical absence of available document content (0 documents with content/summaries) and any specific submission requirements means bidders cannot fully assess the scope or prepare their bids. The contract start date is listed as the same as the submission deadline, which is illogical.

No document content available
Illogical contract start date
Fairness85/100

The tender appears fair with a disclosed value and objective service requirements. The 'Competitive flexible procedure' suggests an open process. There's no explicit indication of requirements tailored to specific companies. However, the lack of document content hinders full access for all potential bidders to understand the scope adequately.

No document content available
Practicality65/100

The tender is marked as active and has a clear deadline, estimated value, and duration. However, the lack of information on e-submission implies a less practical, potentially manual submission process. The illogical contract start date also presents a practical issue for planning.

No e-submission
Illogical contract start date
Data Consistency90/100

Key fields like title, reference, organization, value, and CPV are populated. The status is 'active', and there are no recorded disputes or suspensions. The primary inconsistency is the contract start date being identical to the submission deadline, which is illogical for a procurement process.

Illogical contract start date
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation, or EU funding. This indicates a lack of focus on sustainability criteria within the procurement process.

Not green procurement
No social criteria
