Tender Quality Score

This is a well-structured framework tender for building safety projects with a substantial estimated value. While generally clear and comprehensive, it lacks specific evaluation criteria and detailed documentation access.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and specifies a CPV code, though it's a broad classification. Deadlines appear reasonable for a planning stage notice. The mention of potential successor authorities and assignment clauses indicates regulatory awareness. However, the absence of explicit dispute resolution mechanisms or a clear indication of regulatory compliance beyond the Building Safety Regulator could be improved.

Clarity80/100

The description provides a good overview of the project scope, objectives, and the framework's structure. Requirements for technical capability and eligibility are detailed. The use of JCT contracts is specified. However, the lack of explicit evaluation criteria leaves some ambiguity regarding how proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as title, reference, organization, estimated value, duration, and deadlines are present. The description outlines the project's nature and the framework's intended use. However, the absence of accessible tender documents with content limits the completeness of the information provided at this stage.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The framework structure with primary and reserve tiers, and the initial call-off for Millgate House, aims for broad participation. The criteria for awarding call-offs based on ranking and performance KPIs are objective. The use of e-procurement is implied but not explicitly stated as mandatory for submission.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is implicitly linked to the estimated value. The description of the procurement process, including the phased approach for call-offs, is practical. However, the lack of explicit mention of e-submission and the absence of document URLs hinder immediate practical access for potential bidders.

No e-submission
No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. The timeline for procurement and contract start is logical. There are no indications of suspension or disputes. The CPV code, while broad, is present. The estimated value range is consistent with the description of potential work packages.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This aspect is underdeveloped in the current notice.

Not green procurement
No social criteria

Strengths
