Original Tender Description

The Royal Borough of Greenwich will be hosting a Homecare exploration event via MS TEAMS on 2nd of March 2026 at 10:30 am. This online event has been designed to provide an open and constructive space for Local Authority Commissioners and Homecare providers to come together to discuss the current challenges facing the Homecare sector, explore the future direction of services, and consider how providers may need to adapt as the Homecare landscape continues to change. Commissioners are keen to engage with providers about the pressures and opportunities within Homecare, including rising demand, workforce challenges, increasing complexity of need, and the growing emphasis on prevention, independence, and community-based support. The session will focus on how evolving Local Authority commissioning intentions may influence the way Homecare services are shaped, delivered, and commissioned in the future. The event will support early partnership working and market engagement, enabling Commissioners to listen to provider perspectives, ask open and exploratory questions, and begin conversations that will help inform future service design. It is intended as a collaborative discussion rather than a formal consultation, recognising the vital role that providers play in delivering sustainable, high-quality Homecare services. Please note that: • The event will not cover Supported Living. • The event will not discuss future tender opportunities, procurement timelines, service specifications, or contract details. • Attendance does not indicate or imply any future commissioning decisions. This session is about shared understanding, transparency, and building constructive relationships with the Homecare market to support longer-term planning and resilience across the sector. The event is open to all potential providers. Providers can register for the event by completing the registration form via the link below. https://forms.office.com/Pages/ResponsePage.aspx?id=Y_Iy5kY_EUGqXNVBJvlRBSRLQK3EWHZIkhFGjCskfgRUMDVNSUNNNDBEUlZJN1IyUldPWjkyWTdaUC4u Please note, the contracts dates and duration have not been confirmed. These are indicative only. We are in the process of conducting very early market engagement.

Tender Quality Score

This is a well-described Early Market Engagement (EME) event, promoting transparency and fairness, but suffers from significant data inconsistencies regarding tender-specific fields that are irrelevant to an EME.

Score Breakdown

Legal Compliance75/100

The notice correctly identifies itself as an Early Market Engagement (EME) event, not a formal tender, which aligns with legal frameworks for market engagement. The CPV code is appropriate. However, the presence of a formal 'Submission Deadline' field (2026-07-01) in the basic information is misleading and inconsistent with the event's nature and date (2026-03-02), potentially causing confusion.

Misleading 'Submission Deadline' field for an EME.
Clarity85/100

The description is exceptionally clear and unambiguous regarding the purpose of the event, what will be discussed, and what will not (e.g., no future tender details). Requirements for participation (potential provider, MS Teams access, registration) are well-defined. The only minor ambiguity stems from the conflicting 'Submission Deadline' in the basic data.

Conflict between the 'Submission Deadline' field and the event's description.
Completeness70/100

All essential information for an Early Market Engagement event is provided, including title, organization, reference, and a detailed description. Fields like 'Estimated Value,' 'Contract Duration,' and 'Contract Start' are appropriately marked as not disclosed or indicative, which is suitable for an EME. The 'Liable Person' field is empty, and the presence of a formal 'Submission Deadline' field is an unnecessary inclusion for an EME.

'Liable Person' field is empty.
Presence of a formal 'Submission Deadline' field irrelevant to the EME.
Fairness90/100

The event is explicitly stated to be 'open to all potential providers' and aims for 'shared understanding, transparency, and building constructive relationships,' which are core principles of fair market engagement. The online registration process ensures equal access. There are no indications of requirements being tailored to a specific company.

Practicality85/100

The event's format (online via MS Teams) and the provision of a direct registration link are highly practical and accessible for potential participants. The indicative nature of contract dates and duration is also practical for early market engagement.

Data Consistency60/100

The most significant inconsistency lies in the 'Submission Deadline' field (2026-07-01), which contradicts the event date (2026-03-02) and the explicit statement that this is not a formal tender. Other fields like 'Type: None' and 'Procedure: None' are consistent with the EME nature. The 'Liable Person' field is empty.

'Submission Deadline' field is inconsistent with the event's nature and date.
'Liable Person' field is empty.
Sustainability40/100

While Homecare services inherently address social needs, the notice for this early market engagement event does not explicitly outline specific green procurement criteria, broader social aspects for future tenders, or a dedicated innovation focus as part of the procurement process itself. The discussion points hint at future-proofing, but not as formal criteria.

Lack of explicit mention of green, social, or innovation criteria for future procurement.

Strengths

Clear and detailed description of the Early Market Engagement event.
Explicitly states it is not a formal tender, managing expectations.
Promotes fairness and transparency through open market engagement.
Practical online event format with easy registration.
Appropriate CPV classification for the service area.

Concerns

Misleading 'Submission Deadline' field in basic information, inconsistent with event nature.
Empty 'Liable Person' field.
Lack of explicit sustainability (green, social, innovation) criteria for future procurement.
Absence of a clear registration deadline for the event itself, relying on the general 'submission deadline' which is confusing.

Recommendations

1. Remove or clearly label the 'Submission Deadline' field as 'Not Applicable' for EME notices to avoid confusion.
2. Populate all standard fields, such as 'Liable Person,' where possible.
3. Consider explicitly mentioning how sustainability (environmental, social, innovation) will be integrated into future procurement discussions or criteria, even at this early stage.
